Foreign citizens entering the assistantship-internship pass the following entrance tests in accordance with the federal state educational standards of higher education (specialist or master's level):

  • an entrance test corresponding to the profile of the assistant-internship program in creative and performing specialty (hereinafter referred to as profile entrance test);
  • entrance test in a foreign language (English language).

The profile entrance test precedes the entrance test in a foreign language and is carried out in two stages: the execution (presentation) of the creative program (project) and the interview (colloquium).

Rules for filing and considering appeals for applicants for study at the Moscow State Institute of Music. A.G. Schnittke on Assistant Programs - internships in 2018

1. According to the results of the decision of the examination committee on passing the entrance test, the applicant (trustee) has the right to file an appeal with the appeal commission about the violation, in the opinion of the applicant, of the established procedure for conducting the entrance test.

2. Consideration of the appeal is not a retake of the entrance test. During the consideration of the appeal, only compliance with the established procedure for conducting the entrance test and the correctness of evaluating the results of the entrance test are checked.

3. An appeal is filed by an applicant or an authorized person addressed to the chairman of the Admissions Committee (rector) on the day the results of the entrance examination are announced or within the next business day. An appeal for violation of the established procedure for conducting an entrance test can also be filed on the day of the entrance test. Consideration of the appeal is carried out no later than the next business day of filing the appeal.

4. Chairman admission committee an appeals committee is formed to consider appeals. Members of the examination committee, whose decision is contested, are not included in the appeal committee.

5. When considering an appeal, members of the examination committee and the applicant have the right to be present. Applicant must have a document proving his identity.

6. After consideration of the appeal, the Appellate Commission makes a decision on the presence or absence of a violation of the admissions test procedure and decides to change the assessment of the results of the entrance examination or leave the specified assessment unchanged. If there are disagreements in the Appeal Commission, a vote is taken, and the decision is made by a majority of votes.

7. The decision of the appeal commission drawn up in the minutes is brought to the attention of the applicant (authorized person). The fact of familiarization of the applicant (trustee) with the decision of the appeal commission is certified by the signature of the applicant (trustee).

Consultations have been organized for applicants to study at the Moscow State Institute of Music named after A.G. Schnittke on assistantship-internship programs.

Consultations in the specialty are carried out according to the individual schedule of consultations of teachers.

Applicants will be given one free rehearsal with an accompanist from 18 to 23 July (according to the schedule).

  • August 2 - placement of lists of applicants for assistantship-internship programs on the official website and at the information stand;
  • August 4– the acceptance of the original document on education and statements of consent to enrollment of applicants for training under the programs of assistant-internship is being completed;
  • August 7- an order for enrollment is issued.
  • The order (orders) for admission to places under contracts for the provision of paid educational services that have submitted an application for consent to enrollment is issued after signing the contract and paying the first installment (10%), but no later than August 22.

3. Obtaining higher education under the programs of assistant-internship includes the preparation of a qualifying work in the relevant creative and performing specialty * (2) .

4. Assistant-internship programs are independently developed and approved by the educational organization * (3) . State-accredited internship assistantship programs are developed by educational organizations in accordance with and taking into account the relevant exemplary basic educational programs, the development of which is provided by the federal executive body that performs the functions of developing state policy and legal regulation in the field of culture, and by an educational organization that has in accordance with the Federal Law of December 29, 2012 N 273-FZ "On Education in Russian Federation"(hereinafter referred to as the Federal Law) the right to independently develop and approve educational standards, also in accordance with educational standards approved by such an organization independently (hereinafter referred to as educational standards approved independently).

5. Persons with higher education in the field of arts (specialist or master's degree) are allowed to master the programs of assistantship-internship.

6. Assistant-internship programs are implemented in the specialties of higher education - training of highly qualified personnel in assistant-internship programs (hereinafter referred to as specialties).

7. The internship assistantship program may take the form that characterizes its orientation to specific areas of knowledge and (or) types of activity and determines its subject-thematic content, the predominant types learning activities students and requirements for the results of its development.

The educational organization establishes the type of the assistant-internship program, specifying the orientation of the specified program to areas of knowledge and (or) types of activity within the specialty.

The name of the assistant-internship program indicates the name of the specialty and the type of the specified program.

8. Implementation educational activities under the program of assistantship-internship, the educational organization provides:

conducting training sessions on disciplines in the form of lectures, group, individual lessons, consultations, seminars, scientific and practical classes, laboratory work, colloquia, independent work, in other forms established by the educational organization;

conducting practices;

conducting quality control of mastering the assistant-internship program through ongoing monitoring of progress, mandatory intermediate certification of students and final (state final) certification of students, as well as other forms established by the educational organization.

9. Assistant-internship program developed in accordance with ( educational standard, approved independently), consists of a mandatory part and a part formed by the participants in educational relations (hereinafter, respectively - the basic part and the variable part).

The basic part of the assistant-internship program should indicate the learning outcomes developed in accordance with the federal state educational standard (self-approved educational standard).

The basic part of the assistant-internship program is mandatory, regardless of the type of assistant-internship program, ensures the formation of students' competencies established by the federal state educational standard (self-approved educational standard), and includes disciplines established by the federal state educational standard (educational standard approved independently) and the final (state final) certification.

When studying under the internship assistant program, an educational organization provides foreign citizens and stateless persons with the opportunity to study Russian as a foreign language within the framework of the discipline (module) "Foreign Language".

The variable part of the assistantship-internship program is aimed at expanding and (or) deepening the competencies defined by the federal state educational standard (self-approved educational standard), as well as developing students' competencies established by the educational organization in addition to the competencies defined by the federal state educational standard ( self-approved educational standard) (if the educational institution establishes the specified competencies), and includes the disciplines and practices established by the educational institution.

Mandatory for students to master are the disciplines that are part of the basic part of the assistant-internship program, as well as the disciplines and practices that are part of the variable part of the assistant-internship program in accordance with the type of the specified program.

10. When implementing the assistant-internship program, the educational organization provides students with the opportunity to master optional (optional to study when mastering the assistant-internship program) and elective (mandatory) disciplines in the manner established by the local regulatory act of the educational organization. The elective disciplines chosen by the student are mandatory for mastering.

When providing inclusive education for people with disabilities and people with disabilities, the educational organization includes specialized adaptation disciplines in the assistant-internship program.

When implementing an assistant-internship program developed in accordance with the federal state educational standard (an educational standard approved independently), optional and elective disciplines, as well as specialized adaptation disciplines, are included in the variable part of the specified program in an amount not exceeding the standard period for mastering this program, and the overall laboriousness of mastering the main educational programs.

11. The learning outcomes of the assistant-internship program must correspond to the goals stated in the assistant-internship program and are formulated in the form of a measurable level of mastery of the competencies necessary to perform labor functions within the framework of future professional activity.

12. The learning outcomes must take into account the requirements of professional standards, qualification requirements for professional knowledge and skills necessary for the performance official duties, which are established in accordance with federal laws and other regulatory legal acts of the Russian Federation.

13. Educational organizations in the implementation of assistantship-internship programs are obliged to respect the rights of students, measures of their social support and incentives provided for by the Federal Law and other regulatory legal acts of the Russian Federation.

II. Organization of the development and implementation of assistant-internship programs

14. The internship assistantship program is a complex of the main characteristics of education (volume, content, planned results), organizational and pedagogical conditions, certification forms, which is presented in the form general characteristics assistant-internship programs, curriculum, calendar study schedule, work programs of disciplines, practice programs, evaluation tools, teaching materials, other components included in the program of assistantship-internship by decision of the educational organization.

15. The program of assistantship-internship defines:

the planned results of mastering the assistantship-internship program are the competencies of students established by the federal state educational standard (educational standard approved independently), and the competencies of students established by the educational organization in addition to the competencies established by the federal state educational standard (educational standard approved independently), taking into account type of assistant-internship program (in case such competencies are established);

planned learning outcomes for each discipline and practice - knowledge, skills and (or) activity experience that characterize the stages of competency formation and ensure the achievement of the planned results of mastering the assistant-internship program.

16. The internship assistant program is a set of documents that is updated taking into account the development of culture, art and the social sphere.

Information about the assistant-internship program is posted on the official website of the educational organization in the information and telecommunications network "Internet" (hereinafter referred to as the "Internet" network).

17. Choice of methods and means of teaching, educational technologies and educational and methodological support for the implementation of the assistantship-internship program is carried out by the educational organization independently based on the need for students to achieve the planned results of mastering the specified program, as well as taking into account the individual capabilities of students from among the disabled and persons with disabilities.

18. The implementation of the internship assistant program is possible using various educational technologies, including distance learning technologies, e-learning, a network form of interaction between various organizations in order to ensure academic, including international mobility of students. It is forbidden to use inhumane, as well as dangerous to the life or health of students, teaching methods.

19. The volume of the assistant-internship program (its component part) is defined as the labor intensity study load a student during the development of the specified program (its component), which includes all types of his educational activities provided for by the curriculum to achieve the planned learning outcomes. A credit unit is used as a unified unit for measuring the workload of a student's workload when specifying the scope of the assistant-internship program and its components.

The volume of the assistant-internship program (its component) is expressed as an integer number of credits.

A credit unit for postgraduate internship programs developed in accordance with federal state educational standards is equivalent to 36 academic hours (with an academic hour of 45 minutes) or 27 astronomical hours.

When implementing assistantship-internship programs developed in accordance with educational standards approved by an educational organization, the educational organization sets the value of the credit unit at least 25 and not more than 30 astronomical hours.

The value of the credit unit established by the educational organization is the same within the framework of the internship assistant program.

20. The volume of the internship assistant program does not depend on the form of education, the combination of various forms of education, the use of e-learning, distance learning technologies, the use of the network form of the internship assistant program, the features of the individual curriculum.

21. The volume of the assistant-internship program implemented in one academic year, not including the volume of optional disciplines (modules) (hereinafter referred to as the annual volume of the program), is 66 credit units, except for the cases established by paragraph 23 of the Procedure.

22. Obtaining higher education under the program of assistantship-internship is carried out within the terms established by the federal state educational standard (educational standard approved independently), regardless of the educational technologies used by the educational organization.

23. When combining various forms of education, when implementing an assistant-internship program using distance learning technologies, when using a network form of implementing an assistant-internship program and when teaching people with disabilities and people with disabilities, the annual volume of the program is established by the organization in the amount of no more than 75 credits units.

24. The term for obtaining higher education under the assistant-internship program does not include the time the student is on academic leave, maternity leave, parental leave until the age of three years.

25. The development and implementation of assistantship-internship programs are carried out in compliance with the requirements provided for by the legislation of the Russian Federation on information, information technologies and information protection.

III. Organization educational process under the programs of assistant-internship

26. In educational organizations, educational activities under the programs of assistantship-internship are carried out in the state language of the Russian Federation, subject to the provisions of Article 14 of the Federal Law.

In state and municipal educational institutions located on the territory of a republic of the Russian Federation, teaching and learning of the state languages ​​of the republics of the Russian Federation may be introduced in accordance with the legislation of the republics of the Russian Federation. The teaching and study of the state languages ​​of the republics of the Russian Federation within the framework of state-accredited post-graduate internship programs are carried out in accordance with federal state educational standards (educational standards approved independently). Teaching and learning the state languages ​​of the republics of the Russian Federation should not be carried out to the detriment of teaching and learning the state language of the Russian Federation * (4) .

The language, languages ​​of education are determined by the local regulations of the educational organization in accordance with the legislation of the Russian Federation * (5) .

27. The educational process under the assistantship-internship program is divided into academic years (courses).

The academic year starts on September 1st. An educational organization may postpone the start of the academic year by no more than 2 months.

The start and end dates for the training of trainee assistants are set by the educational organization when enrolling in training in accordance with the federal state educational standard (an independently approved educational standard).

28. Students of assistantship-internship programs enjoy an annual vacation of at least 8 weeks. The term for obtaining higher education under the assistantship-internship program includes vacations provided at the request of the student after passing the final (state final) certification, lasting no more than 2 months.

29. The conditions for the implementation of internship assistant programs, including personnel, financial, logistical and other conditions, are established by the relevant federal state educational standards (educational standards approved independently).

30. List, labor intensity and distribution by periods of study training courses, subjects, disciplines, practices, preparation of qualification work in the relevant creative and performing specialty, other types of educational activities, forms of intermediate certification of students and final (state final) certification of students are determined by the curriculum of the assistant-internship program.

On the basis of the curriculum, an individual curriculum is formed for each student, which ensures the development of the assistantship-internship program based on the individualization of its content within the student’s chosen creative and performing specialty and (or) the training schedule.

31. Not later than two months after enrolling in the program of assistantship-internship, the student is assigned a supervisor, and an individual curriculum is approved.

The appointment of the head of the student under the program of assistantship-internship is carried out by the administrative act of the head of the educational organization.

By the administrative act of the head of the educational organization, the student under the assistantship-internship program is assigned to the relevant creative and performing department (structural unit) (hereinafter referred to as the department) of the educational organization.

The development of an individual curriculum based on the assistant-internship program is carried out by the head of the student under the assistant-internship program.

The individual curriculum is preliminary discussed at the department of the educational organization, to which the student is attached under the assistant-internship program, and submitted to the collegiate management body of the educational organization for approval.

32. The head of the student under the internship assistant program is appointed from among the teachers who have the honorary title of the Russian Federation in the relevant professional field and (or) the academic title of professor or who hold the position of professor.

By decision of the head of the educational organization, persons with the honorary title of the Russian Federation (USSR, republics in the composition of former USSR) in the relevant professional field and (or) the academic title of associate professor and experience pedagogical work in an educational organization of higher education for at least 10 years.

Persons who are laureates of state awards in the relevant professional field may also be involved in the management of trainee assistants.

33. Control over the implementation of the individual curriculum by the student under the program of assistantship-internship is carried out by his head.

34. Students of assistantship-internship programs have the right to take part in shaping the content of their vocational education subject to compliance with federal state educational standards (educational standards approved independently).

35. In the network form of the implementation of assistantship-internship programs, the educational organization, in the manner established by it, shall offset the learning outcomes in disciplines and practices received by students under the assistantship-internship program in other organizations participating in the implementation of assistantship-internship programs.

36. The transfer of a student under the program of assistantship-internship to study with a combination of various forms of study is carried out with his written consent.

37. The use of the network form of the implementation of the assistantship-internship program is carried out with the written consent of the student.

38. The organization of the educational process for assistantship-internship programs with a combination of various forms of education, when using the network form of implementation of these programs, is carried out in accordance with the Procedure and local regulations of the educational organization.

39. The term for obtaining higher education under the assistant-internship program for disabled people and persons with disabilities is increased by the organization in comparison with the period for obtaining higher education under the assistant-internship program for the corresponding form of education within the limits established by the federal state educational standard (educational standard approved independently ), on the basis of a written application of the student.

40. The organization of the practice provided for by the program of assistantship-internship is carried out by an educational organization on the basis of agreements with organizations that carry out professional activity corresponding to the profile educational program. The practice can be carried out directly in the educational organization.

41. Students under the internship assistant program are required to:

attend classes, fulfill an individual curriculum;

comply with the charter of the educational organization and local regulations adopted on the basis of it;

prepare a qualifying work in the relevant creative and performing specialty of the assistantship-internship and submit it to the department of the educational organization for obtaining an opinion within the time period established by the individual curriculum.

42. Quality control of the development of assistantship-internship programs includes ongoing monitoring of progress, intermediate certification of students and final (state final) certification of students, as well as other forms established by the educational organization.

43. The current control of progress provides an assessment of the course of mastering the disciplines and passing practices, intermediate certification of students - assessing the intermediate and final results of training in disciplines, passing practices, preparing qualification work in the relevant creative and performing specialty of the assistantship-internship.

44. The collegial management body of the educational organization regularly monitors the implementation of the assistantship-internship programs, systematically hears the reports of the leaders of the students.

45. The forms, the assessment system, the procedure for conducting the intermediate certification of students, including the procedure for setting the deadlines for passing the relevant tests for students who have not passed the intermediate certification for good reasons or who have academic debts, as well as the frequency of the intermediate certification of students, are established by local regulations of the educational organization.

46. ​​It is not allowed to charge students for passing intermediate certification.

47. Assistant trainee who did not pass the intermediate certification, who does not perform within the prescribed time individual plan for disrespectful reasons, as well as for other reasons provided for by the charter of the educational organization, is deducted from this educational organization by an administrative act of the head of the educational organization.

48. An assistant trainee expelled from an educational organization before the end of the training period may be reinstated for the remaining training period not earlier than a year later by an administrative act of the head of the educational organization. Restoration for education at the expense of the corresponding budget of the budget system of the Russian Federation is carried out subject to the availability of vacant budget places.

49. Transfer of a trainee assistant to another educational organization is carried out at his request by an administrative act of the head of the educational organization with the consent of the head of the host educational organization and the availability of vacancies.

50. A student who has passed the intermediate certification and who has fully completed the individual curriculum is allowed to the state final certification.

51. Persons who have successfully passed the final (state final) certification are issued a document on education and qualifications.

52. Persons who have not passed the final (state final) certification or who have received unsatisfactory results at the final (state final) certification, as well as persons who have mastered part of the internship assistant program and (or) expelled from the educational organization, are issued a certificate of training or of the period training according to the model independently established by the educational organization * (6) .

IV. Features of the organization of the educational process for the programs of assistantship-internship for the disabled and persons with disabilities

53. The content of higher education for assistantship-internship programs and the conditions for organizing training for students with disabilities are determined by the adapted program of assistantship-internship, and for disabled people also in accordance with the individual program for the rehabilitation of a disabled person * (7) .

The training of students with disabilities is carried out on the basis of assistant-internship programs adapted, if necessary, for the training of these students * (8) .

54. Training under the programs of assistant-internship for disabled people and students with disabilities is carried out by an educational organization, taking into account the peculiarities of the psychophysical development, individual capabilities and health status of such students.

55. Educational organizations of higher education should create special conditions for students with disabilities to receive higher education under postgraduate internship programs * (9) .

Under the special conditions for obtaining higher education under the programs of assistantship-internship by students with disabilities are understood the conditions for training such students, including the use of special educational programs and methods of teaching and education, special textbooks, teaching aids and didactic materials, special technical training aids for collective and individual use, the provision of services of an assistant (assistant) providing students with the necessary technical assistance, conducting group and individual remedial classes, providing access to the buildings of educational organizations and other conditions without which it is impossible or difficult to master the programs of assistantship-internship students with disabilities * (10) .

56. In order to make it possible to receive higher education under the programs of assistantship-internships for people with disabilities and persons with disabilities, the educational organization provides:

1) for the disabled and persons with visual impairments:

availability of an alternative version of the official website of the organization on the Internet for the visually impaired;

placement in places accessible to students who are blind or visually impaired, and in an adapted form (taking into account their special needs) background information on the schedule of training sessions (information should be made in large relief-contrasting type (on a white or yellow background) and duplicated in Braille);

the presence of an assistant providing the student with the necessary assistance;

ensuring the release of alternative formats of printed materials ( large print or audio files)

providing access for a student who is blind and uses a guide dog to the building of the organization;

2) for the disabled and people with hearing disabilities:

duplication of sound reference information about the schedule of visual lessons (installation of monitors with the ability to broadcast subtitles (monitors, their size and number must be determined taking into account the size of the room);

providing appropriate sound means of reproducing information;

3) for disabled people and persons with disabilities who have disorders of the musculoskeletal system, the material and technical conditions should ensure the possibility of unimpeded access for students to classrooms, canteens, toilets and other premises of an educational organization, as well as staying in these premises (the presence of ramps , handrails, widened doorways, elevators, local lowering of barriers; the presence of special chairs and other devices).

57. Education of students with disabilities can be organized both jointly with other students, and in separate groups or in separate educational organizations * (11) .

58. When receiving higher education under the programs of assistant-internship, students with disabilities are provided free of charge with special textbooks and study guides, other educational literature, as well as the services of sign language and sign language interpreters * (12) .

V. The procedure for admission to study under the programs of assistant-internship

59. An educational organization announces admission to study under the assistantship-internship programs if it has a license to carry out educational activities in the relevant educational programs.

60. The rules for admission to a particular educational organization for training under assistantship-internship programs are established by the educational organization in the part not regulated by the legislation on education, independently * (13) . Admission rules are approved by the local regulatory act of the educational organization.

61. Admission to study under the programs of assistantship-internship is carried out on the spot within the framework of the target figures for the admission of citizens for training at the expense of the budgetary allocations of the federal budget, the budgets of the constituent entities of the Russian Federation, local budgets (hereinafter, respectively - target figures, budgetary appropriations) and to places under contracts on education concluded upon admission to study at the expense of the funds of an individual and (or) legal entity (hereinafter referred to as contracts for the provision of paid educational services).

As part of the enrollment target figures, a target admission quota for training is allocated (hereinafter referred to as the target admission quota).

62. An educational organization that has an appropriate license to carry out educational activities has the right to conduct admission to study under assistantship-internship programs under contracts for the provision of paid educational services.

63. Admission to study under the programs of assistantship-internship is carried out annually within the terms established by educational organizations independently, but not earlier than June of the current year.

64. Persons with a diploma of completion of an assistantship-internship are not entitled to receive a second or subsequent higher education under assistantship-internship programs at the expense of the budgetary allocations of the federal budget, the budgets of the constituent entities of the Russian Federation and local budgets.

The organization of admission to training under the programs of assistantship-internship in the branch of the educational organization is carried out by the admissions committee of the educational organization.

65. The admission of citizens to study under the programs of assistantship-internship is carried out on the principles of equal admission conditions for all applicants and is carried out on a competitive basis.

The conditions for admission must ensure that the right to enroll those who are the most capable and prepared for the development of assistant-internship programs is guaranteed.

66. An educational organization transfers, processes and provides personal data received in connection with the admission of citizens for training under assistantship-internship programs received in accordance with the requirements of the legislation of the Russian Federation in the field of personal data.

67. Admission of citizens to study under the programs of assistantship-internship is carried out according to the results of entrance examinations conducted by the educational organization independently.

68. Admission to study at places under contracts for the provision of paid educational services is carried out on the terms determined by the local regulations of educational organizations in accordance with the legislation of the Russian Federation.

69. An educational organization conducts admission to study separately for each set of conditions for admission with the formation of various lists of persons who submitted the documents necessary for admission, and lists of applicants and holding various competitions:

separately for places within the target figures and for places under contracts for the provision of paid educational services;

separately for places within the target figures for the general competition and for places within the target admission quota;

separately for the places allocated within the control figures in accordance with Part 3.1 of Article 5 of the Federal Law of May 5, 2014 N 84-FZ "On the Peculiarities of the Legal Regulation of Relations in the Sphere of Education in Connection with the Admission of the Republic of Crimea to the Russian Federation and Education in the Russian Federation of new subjects - the Republic of Crimea and the federal city of Sevastopol and on amendments to the Federal Law "On Education in the Russian Federation" (Sobraniye Zakonodatelstva Rossiyskoy Federatsii, 2014, No. 19, Art. 2289; 2015, No. 1, Art. 42; N 44, art. 6048) for the admission of persons who are recognized as citizens of the Russian Federation in accordance with Part 1 of Article 4 of the Federal Constitutional Law of March 21, 2014 N 6-FKZ "On the admission to the Russian Federation of the Republic of Crimea and formation as part of the Russian Federation new subjects - the Republic of Crimea and the federal city of Sevastopol" (Sobraniye zakonodatelstva Rossiyskoy Federatsii, 2014, N 12, art. 1201; 2015, N 1, Art. 1), and persons who are citizens of the Russian Federation permanently residing on the day of admission to the Russian Federation of the Republic of Crimea on the territory of the Republic of Crimea or on the territory of the federal city of Sevastopol, and studied in accordance with the state standard and (or) the curriculum of general secondary education , approved by the Cabinet of Ministers of Ukraine (hereinafter referred to as allocated budget places, persons permanently residing in Crimea), and to other places within the control figures (hereinafter referred to as general budget places).

An educational organization conducts admission to places under contracts for the provision of paid educational services separately for persons permanently residing in Crimea, wishing to enroll in a separate competition, and other persons with the formation of various lists of persons who submitted the documents necessary for admission, and lists of applicants and conducting various competitions.

VI. Organization of the admission of citizens to study under the programs of assistantship-internship

70. The organization of the admission of citizens to study under the programs of assistantship-internship is carried out by the selection committee of the educational organization (hereinafter referred to as the selection committee).

The chairman of the selection committee is the head of the educational organization.

71. The composition, powers and procedure for the activities of the selection committee are regulated by the regulation on it, approved by the head of the educational organization.

The selection committee may include vice-rectors, deans of faculties (directors of institutes), heads of departments, teachers who have honorary titles of the Russian Federation, the academic title of professor or who hold the position of professor and participate in the implementation of the educational process when studying under the programs of assistant-internship.

72. To conduct entrance examinations, an educational organization creates examination and appeal commissions in the manner determined by it.

The powers and procedure for the activities of the examination and appeal commissions are determined by the provisions on them, approved by the local regulations of the educational organization.

73. Upon admission to study under the programs of assistant-internship, observance of the rights of citizens to education established by the legislation of the Russian Federation is ensured.

74. An educational organization is obliged to monitor the accuracy of the information provided by applicants. In order to confirm the accuracy of the specified information, authorized officials of the educational organization have the right to apply to the relevant state Information Systems, state (municipal) bodies and relevant organizations.

VII. Organization of informing applicants for training under the programs of assistantship-internship

75. An educational organization announces the admission of citizens for training under the assistantship-internship programs only if there is a license to carry out educational activities under these educational programs.

76. Educational organizations form open and public information resources containing information about their activities, and provide access to such resources by placing them in information and telecommunication networks, including on the official website of the educational organization on the Internet (hereinafter referred to as the official website ).

In order to familiarize the applicant with information about its activities, the educational organization places the following documents on the official website, if they are not classified as information constituting a state or other secret protected by law in accordance with the legislation of the Russian Federation:

a) the charter of the educational organization;

b) licenses for educational activities (with attachments);

c) certificates of state accreditation (with attachments);

d) a plan for financial and economic activities of an educational organization;

e) local regulations on the main issues of organization and implementation of educational activities for assistantship-internship programs;

2) report on the results of self-examination;

3) a document on the procedure for the provision of paid educational services, including a sample contract for the provision of paid educational services, a document on the approval of the cost of education for each assistant-internship program.

77. The admissions committee of an educational organization on the official website and at the information stand before the start of accepting documents places the following information signed by the chairman of the selection committee:

a list of creative and performing specialties for which the educational organization announces admission for training under assistantship-internship programs in accordance with a license to carry out educational activities;

rules for admission to training under the programs of assistantship-internship;

information about the forms of conducting entrance examinations and the rules for their conduct;

programs of entrance examinations conducted by an educational organization;

information on the forms of conducting entrance examinations for foreign citizens and the rules for their conduct;

information on conducting entrance examinations using remote technologies(in the case of such entrance examinations);

information on the possibility of accepting applications and the necessary documents provided for by this Procedure in electronic digital form;

features of conducting entrance examinations for citizens with disabilities;

information about the availability of a hostel (s) and the number of places in the hostel (s) for nonresident applicants;

information about electronic addresses for sending documents required for admission in electronic form (if such an opportunity is provided by the organization);

information about postal addresses for sending documents required for admission.

admission targets for each postgraduate internship program;

the number of places for each assistant-internship program under contracts for the provision of paid educational services (if any);

the procedure for organizing a competition for places within the admission control figures and for places under contracts for the provision of paid educational services;

a sample contract for applicants to places under contracts for the provision of paid educational services;

rules for filing and considering appeals based on the results of entrance examinations conducted by an educational organization;

information on the dates and venue of entrance examinations and consultations;

the date of completion of admission from applicants of the original diploma of a specialist or a master's degree upon admission to study at places within the control figures, the date of completion of acceptance from incoming consent to enrollment when admitted to study at places under contracts for the provision of paid educational services.

When posting information on admission targets, the number of allocated budget and general budget places is indicated.

An educational organization, when posting information about places under contracts for the provision of paid educational services, indicates the number of places for receiving persons permanently residing in Crimea who wish to enter under a separate competition, and for receiving other persons.

78. Information about the timing and requirements for entrance examinations, as well as the date of announcement of the results of entrance examinations is posted by the educational organization on the information stand and the official website of the educational organization no later than two months before the start of the entrance examinations.

79. An educational organization ensures the functioning of special telephone lines and a section of the official website for responding to requests related to the admission of citizens for training in assistant-internship programs.

80. Starting from the date of receipt of documents for admission to training, information on the number of applications submitted, including a complete list of applicants by surname, must be submitted for each creative and performing specialty of the internship assistant or for the educational organization as a whole, separately for places as part of the admission targets and places under contracts for the provision of paid educational services and is posted on the official website and on the information stand of the educational organization.

81. On the day of the announcement of the results of entrance examinations, the results of entrance examinations for each creative and performing specialty of the assistantship-internship are posted on the official website and on the information stand of the educational organization in the form of a surname list - a rating of persons who received a result not lower than that established by the educational organization minimum quantity points and submitted for enrollment, indicating the amount of points scored for all entrance examinations.

VIII. Acceptance of documents from those entering the assistantship-internship

82. The deadlines for receiving documents for training under the assistantship-internship programs are set by the educational organization independently, but their duration must be at least 10 calendar days.

83. For admission to training, applicants submit an application for admission with the necessary documents attached.

84. The following mandatory information is indicated in the application for applicants:

1) surname, name, patronymic (the last one - if any);

2) date of birth;

3) information about citizenship (lack of citizenship), in case of admission to training in accordance with the peculiarities of admission to training of persons permanently residing in Crimea, established by the Procedure, - information on inclusion among these persons;

4) details of the document proving his identity, including the details of the issuance of the specified document (when and by whom it was issued);

5) information about the previous level of education and a document on education and (or) qualification confirming it;

6) creative and performing specialty, for which the applicant plans to study in an assistantship-internship, and the conditions of training (within the admission target figures, under a contract for the provision of paid services);

7) information about the presence or absence of the applicant's need to provide a place to live in a hostel during the period of study;

8) information about the need to create for the applicant special conditions when conducting entrance examinations due to his limited health or disability;

9) information about the place of entrance examinations using remote technologies (in the case of such entrance examinations);

10) information about the presence or absence of the applicant individual achievements(if available - with information about them);

11) postal address and (or) e-mail address (at the request of the applicant).

85. An application for admission to an assistantship-internship is submitted to the head of an educational organization with the submission of the following documents:

1) a document (documents) proving the identity and citizenship of the applicant, in case of admission to training in accordance with the specifics of admission to training of persons permanently residing in Crimea, established by the Procedure, - a document (documents) confirming the assignment to the number of these persons;

2) the original or a copy of the diploma of a specialist or a master's degree and its annex;

3) list creative works(performed works, staged performances, roles played, films made, etc.), documented information about participation in exhibitions, competitions, festivals, other creative events, as well as other creative and (or) pedagogical activities, if the applicant has the indicated creative works or practice of carrying out the specified activity;

4) if it is necessary to create special conditions during entrance examinations - a document confirming the limited health or disability that requires the creation of these conditions;

5) for disabled people of groups I and II, disabled since childhood, disabled due to military injuries or diseases received during the period of passage military service, - conclusions of the federal institution of medical and social expertise on the absence of contraindications for training in the relevant educational organizations;

6) 3 photos of the applicant.

86. Applicants, at their own discretion, submit originals or copies of the documents specified in subparagraphs 2 - 5 of paragraph 85 of the Procedure. Copies of these documents are not certified. Identity documents, citizenship, military ID must be presented in person.

In the case of applying for admission to one educational organization, the applicant submits the original or a copy of the specialist diploma or master's diploma, in the case of simultaneous submission of applications for admission to several educational organizations, the applicant submits to each of these educational organizations a copy of the specialist diploma or master's diploma.

The applicant presents the original diploma of a specialist or a master's degree in case of applying for admission to places within the target admission quota.

87. The application also records the fact of familiarization (including through public information systems) with copies of the license to carry out educational activities, the certificate of state accreditation of the educational organization and its annexes, or the absence of a copy of the said certificate. The fact of familiarization is certified by the personal signature of the applicant.

88. The signature of the applicant also certifies the following:

2) familiarization (including through public information systems) with the rules for filing an appeal based on the results of entrance examinations, with the dates of completion of the submission by applicants of the original diploma of a specialist or master and its annex when enrolling in places within the control figures, with the date of completion of the provision incoming information on consent to enrollment in places under contracts for the provision of paid educational services;

3) the applicant's consent to the processing of his personal data;

4) awareness of the applicant about the responsibility for the accuracy of the information indicated in the application for admission, and for the authenticity of the documents submitted for admission.

89. When submitting documents, it is prohibited to collect fees from applicants, as well as requiring applicants to provide original state-recognized documents on education, to provide other documents not provided for by this Procedure.

90. Upon receipt of the submitted documents by the educational organization, a personal file of the applicant is formed, in which the indicated documents, materials for passing entrance examinations, including documents related to the appeal, are stored.

91. If an applicant submits an application that does not contain all the information provided for by the Procedure, as well as in the event of an incomplete set of documents and (or) non-compliance of the submitted documents with the requirements established by the Procedure, the educational organization returns the documents to the applicant.

92. When submitting documents, an applicant is issued a receipt confirming the acceptance of documents.

93. The applicant has the right to withdraw the submitted documents specified in subparagraphs 2 - 5 of paragraph 85 of the Procedure by submitting an application for their withdrawal.

Submitted documents are returned in one of the following ways:

a) if the application for revocation of documents indicates the need to transfer the submitted documents to the person whose documents are revoked, or to an authorized person, the set of submitted documents is transferred to the specified person. Documents must be returned by the educational organization within the next working day after the application is submitted;

b) if the application indicates the need to return the submitted documents through public postal operators, the return of the submitted documents is carried out through postal operators (only in terms of original documents).

94. Documents entering the assistantship-internship are considered by the selection committee.

IX. Entrance tests

95. For those entering the field within the framework of the admission control figures, as well as under contracts for the provision of paid educational services for the creative and performing specialty of assistantship-internship, the same entrance tests are established.

97. The schedule of entrance examinations (subject, date, time, group and place of the test, consultations, date of announcement of the results) is approved by the chairman of the selection committee or his deputy and brought to the attention of applicants.

98. In the schedule of entrance examinations, the names of the chairmen of the examination commissions and examiners are not indicated.

99. Applicants for training under the assistantship-internship programs take entrance tests in a special discipline corresponding to the profile of the assistantship-internship program in the creative and performing specialty (hereinafter referred to as the profile entrance test), a foreign language (determined by the educational organization). An entrance test in philosophy is conducted in the case established by the local regulatory act of the educational organization.

100. The profile entrance test precedes the entrance test in a foreign language and philosophy (in the case of an educational organization decision) and is carried out in two stages: the execution (presentation) of the creative program (project) and the interview (colloquium).

101. The examination committee includes teachers in the profile of the entrance test (with the exception of the entrance test in a foreign language), who have honorary and (or) academic titles, specified in paragraphs one and two of clause 32 of the Procedure, or who are laureates of state awards in the relevant professional field and participate in the implementation of the educational process when studying under internship assistant programs.

The composition of the examination committee in a foreign language may also include qualified teachers who do not have degree and (or) an honorary title, knowing the relevant foreign language.

102. Entrance examinations in a foreign language and philosophy (in the case of a decision by an educational organization) are conducted in accordance with the program of entrance examinations in oral, written form, with a combination of these forms or in other forms determined by the educational organization independently (by tickets, in the form of an interview for issues, the list of which is brought to the attention of applicants by publication on the official website of the educational organization). To prepare an answer, applicants use examination sheets, which are kept in the personal file of the applicant for at least one year.

103. At the entrance examinations, a calm and friendly atmosphere should be provided, the applicants should be given the opportunity to fully demonstrate the level of their knowledge and skills.

104. The level of knowledge of the applicant is assessed by the examination committee on a five-point system. Each entrance test is assessed separately.

105. The results of the entrance examination are documented in a protocol, which records the questions of the examiners to the applicant. A separate protocol is kept for each applicant.

106. The protocol of acceptance of the entrance test is signed by the members of the commission who were present at the exam, indicating their academic degree, academic title, honorary title, position held and direction of training, and approved by the chairman of the commission. Minutes of acceptance of entrance examinations after approval are stored in the personal file of the applicant.

107. The decision of the examination committee is posted on the official website and information stand of the educational organization no later than three calendar days from the date of the entrance test.

108. Applicant to the assistantship-internship within 24 hours after notification of the decision of the commission on passing the entrance examinations has the right to submit an application to the chairman of the commission about disagreement with the decision of the examination commission.

109. Retake of entrance examinations is not allowed. Surrendered entry exams for an internship assistant are valid for a calendar year.

110. Persons who did not appear at the entrance examination for a good reason (illness or other documented circumstances) are admitted to them in other groups or individually during the period of entrance examinations.

111. If the procedure for conducting entrance examinations is not followed, the members of the examination committee conducting the entrance examination have the right to remove the applicant from the place of the entrance examination with the drawing up of an act of removal. In case of removal of the applicant from the entrance examination, the educational organization returns the accepted documents to the applicant.

X. Features of conducting entrance examinations for persons with disabilities

113. Citizens with disabilities pass entrance examinations in the manner established by the educational organization independently, taking into account the peculiarities of psychophysical development, individual capabilities and health status (hereinafter referred to as individual characteristics) of such applicants.

114. When conducting entrance examinations, compliance with the following requirements is ensured:

entrance examinations are held in a separate audience, the number of applicants in one audience should not exceed 6 people when passing the entrance examination;

presence in the audience during the entrance test is allowed more applicants with disabilities, as well as conducting entrance examinations for persons with disabilities in the same classroom together with applicants who do not have disabilities, if this does not create difficulties for applicants when passing the entrance test;

the duration of entrance examinations upon a written application of applicants, submitted before the beginning of the entrance examinations, can be increased, but not more than 1.5 hours;

the presence of an assistant (for the hearing impaired - a sign language interpreter, for the deaf-blind - a typhlo-sign language interpreter), who provides applicants with the necessary technical assistance, taking into account their individual features(take a workplace, move around, read and complete the assignment, communicate with the examiner);

Applicants are provided with instructions in printed form on the procedure for conducting entrance examinations;

applicants, taking into account their individual characteristics, can use the technical means they need in the process of passing the entrance test;

material and technical conditions should ensure the possibility of unhindered access to the classrooms, toilets and other premises, as well as their stay in these premises (the presence of ramps, handrails, widened doorways, elevators, in the absence of elevators, the audience should be located on the first floor; the presence of special chairs and other devices).

115. Additionally, when conducting entrance examinations, the following requirements are ensured, depending on the categories of applicants with disabilities:

1) for the blind:

assignments for the entrance examination, as well as instructions on the procedure for conducting entrance examinations, are drawn up in Braille or in the form of an electronic document accessible using a computer with specialized software for the blind, or read out by an assistant;

written tasks are performed on paper in Braille or on a computer with specialized software for the blind, or dictated to an assistant;

applicants for the assignment, if necessary, are provided with a set of writing instruments and paper for writing in Braille, a computer with specialized software for the blind;

2) for the visually impaired:

individual uniform illumination of at least 300 lux is provided;

applicants to complete the task, if necessary, are provided with a magnifying device;

tasks to be completed, as well as instructions on the procedure for conducting entrance examinations, are drawn up in an enlarged font, it is also possible to use your own magnifying devices;

assignments to be completed, as well as instructions for the procedure for conducting entrance examinations, are drawn up in an enlarged font;

3) for the deaf and hard of hearing, sound amplifying equipment for collective use is provided, if necessary, sound amplifying equipment for individual use is provided to applicants;

4) for the deaf and blind, the services of a typhlosound and sign language interpreter are provided (in addition to the requirements fulfilled respectively for the blind and the deaf);

5) for persons with severe speech impairments, deaf, hard of hearing, all entrance examinations at the request of applicants can be conducted in writing;

6) for persons with disorders of the musculoskeletal system (severe disorders of the motor functions of the upper limbs or the absence of upper limbs):

written tasks are performed on a computer with specialized software or dictated to an assistant;

At the request of applicants, all entrance examinations can be conducted orally.

136. The target admission quota for training under the assistantship-internship programs is annually established by the founders of educational organizations * (16) .

The target admission quota is established by the founder of the educational organization:

for the organization as a whole;

on creative-performing specialties of assistant-internship.

137. Target admission is carried out within the established quota on the basis of an agreement on targeted admission concluded by an educational organization with a federal state body that has concluded an agreement on targeted training with a citizen, a state authority of a constituent entity of the Russian Federation, a local government body, a state (municipal) institution, a unitary enterprise , a state corporation, a state company or a business entity, in the authorized capital of which there is a share of the Russian Federation, a constituent entity of the Russian Federation or a municipality * (17) .

138. The essential terms of the agreement on targeted acceptance are:

obligations of an educational organization to organize targeted admission of a citizen who has concluded an agreement on targeted training;

the obligations of the body or organization specified in clause 137 of the Procedure to organize the work practice of a citizen who has entered into an agreement on targeted training.

139. In the list of applicants for places within the target admission quota, information is indicated on those who have entered into an agreement on targeted training with the incoming body or organization specified in paragraph 137 of the Procedure.

XIV. Features of the reception of foreign citizens and stateless persons

140. Foreign citizens and stateless persons have the right to receive higher education at the expense of budget allocations in accordance with international treaties of the Russian Federation, federal laws or the quota for the education of foreign citizens and stateless persons established by the Government of the Russian Federation (hereinafter referred to as the quota for the education of foreign citizens ), as well as at the expense of individuals and legal entities in accordance with contracts for the provision of paid educational services * (18) .

141. Admission and enrollment of foreign citizens and stateless persons within the quota established by the Government of the Russian Federation for the education of foreign citizens and stateless persons is carried out in accordance with the Procedure for the selection of foreign citizens and stateless persons within the quota established by the Government of the Russian Federation for the education of foreign citizens and stateless persons in the Russian Federation, approved by order of the Ministry of Education and Science of the Russian Federation of July 28, 2014 N 844 (registered by the Ministry of Justice of the Russian Federation on October 3, 2014, registration N 34236).

Enrollment of foreign citizens and stateless persons within the quota for the education of foreign citizens and stateless persons is carried out in the directions issued by the Ministry of Education and Science of the Russian Federation.

142. Foreign citizens and stateless persons who are compatriots living abroad have the right to receive higher education on an equal basis with citizens of the Russian Federation, provided they comply with the requirements provided for by Article 17 of Federal Law No. 99-FZ of May 24, 1999 "On state policy of the Russian Federation in relation to compatriots abroad "* (19) .

143. Compatriots living abroad who are participants in the State Program to Assist Voluntary Resettlement to the Russian Federation of Compatriots Living Abroad, approved by Decree of the President of the Russian Federation of June 22, 2006 N 637 "On Measures to Assist Voluntary Resettlement to the Russian Federation" compatriots living abroad" (hereinafter referred to as the State Program) * (20), and members of their families have the right to receive higher education under the programs of assistant-internship in accordance with the State Program.

144. Admission and enrollment of foreign citizens in educational organizations for training on the basis of contracts for the provision of paid educational services is carried out in accordance with the admission rules established by the educational organization independently, including on the basis of the results of additional entrance tests of a creative orientation.

145. Acceptance of documents of foreign citizens entering training on the basis of contracts for the provision of paid educational services is carried out within the time limits determined by the educational organization.

146. Foreign citizens entering training on the basis of contracts for the provision of paid educational services, when submitting an application (in Russian) for admission to an educational organization, provide the following documents:

1) a copy of a foreign citizen's passport or another document established by federal law or recognized in accordance with an international treaty of the Russian Federation as a document proving the identity of a foreign citizen in accordance with Article 10 of Federal Law No. 115-FZ of July 25, 2002 "On Legal the situation of foreign citizens in the Russian Federation "* (21) ;

2) the original document on education and (or) qualifications (hereinafter referred to as the document on foreign education and (or) foreign qualifications) (or a duly certified copy) if the education certified by the specified document is recognized in the Russian Federation at a level not lower than higher education (specialist or master's degree) in accordance with parts 1-3 of Article 107 of the Federal Law, as well as in the case provided for by the legislation of the Russian Federation, the original certificate of recognition of a document on foreign education and (or) foreign qualifications, at a level not lower than higher education (specialist or magistracy) (or its duly certified copy);

3) duly certified translation into Russian of a document on foreign education and (or) foreign qualification and its annex (if the latter is provided for by the legislation of the state in which such a document on education was issued);

4) the surname, name and patronymic (if any) of the applicant, indicated in the translations of the submitted documents, must correspond to the surname, name and patronymic (if any) of the applicant, indicated in the entry visa;

5) 4 photos of the applicant.

Information about the entrance examinations

For those entering the field within the framework of the admission control figures, as well as under contracts for the provision of paid educational services for the creative and performing specialty of the assistantship-internship, the same entrance tests are established.

The schedule of entrance examinations (subject, date, time, place of the test, consultations, date of announcement of the results) is approved by the chairman of the selection committee or his deputy and brought to the attention of applicants.

Applicants for apprenticeship programs pass entrance examinations:

In a special discipline corresponding to the profile of the assistantship-internship program in the creative and performing specialty (hereinafter referred to as the profile entrance test);

Foreign language (English, German, French; Russian - for citizens of foreign countries).

The profile entrance test precedes the entrance test in a foreign language and is carried out in two stages: the execution (presentation) of the creative program (project) and the interview (colloquium).

The entrance test in a foreign language is conducted in accordance with the program of the entrance test in oral, written form, with a combination of these forms.

The level of knowledge of the applicant is assessed by the examination committee on a five-point system. Each entrance test is assessed separately.

Retake of entrance examinations is not allowed. Passed introductory examinations for the assistantship-internship are valid for a calendar year.

Features of conducting entrance examinations for persons

with disabilities

Citizens with disabilities pass entrance examinations in the manner established by the Institute independently, taking into account the peculiarities of psychophysical development, individual capabilities and health status (hereinafter referred to as individual characteristics) of such applicants.

When conducting entrance examinations, the following requirements are met:

Entrance tests are held in a separate audience, the number of applicants in one audience should not exceed 6 people when passing the entrance test;

It is allowed to be present in the audience during the admission test of a larger number of applicants with disabilities, as well as conducting entrance tests for persons with disabilities in the same audience together with applicants who do not have disabilities, if this does not create difficulties for applicants during the delivery entrance test;

The duration of entrance examinations, upon a written application of applicants submitted before the beginning of the entrance examinations, can be increased, but not more than 1.5 hours;

The presence of an assistant (for the hearing impaired - a sign language interpreter), who provides applicants with the necessary technical assistance, taking into account their individual characteristics (take a workplace, move around, read and complete the assignment, communicate with the examiner);

Applicants are provided with a printed instruction on the procedure for conducting entrance examinations;

Applicants, taking into account their individual characteristics, can use the technical means they need in the process of passing the entrance test;

Material and technical conditions provide the possibility of unimpeded access of applicants to classrooms, toilets and other premises, as well as their stay in these premises; there are portable ramps, part of the classrooms and rooms are located on the first floor of the building.

Additionally, when conducting entrance examinations, the following requirements are ensured, depending on the categories of applicants with disabilities:

1) for the visually impaired:

individual uniform illumination of at least 300 lux is provided;

applicants to complete the task, if necessary, are provided with a magnifying device;

tasks to be completed, as well as instructions on the procedure for conducting entrance examinations, are drawn up in an enlarged font, it is also possible to use your own magnifying devices;

assignments to be completed, as well as instructions for the procedure for conducting entrance examinations, are drawn up in an enlarged font;

2) for the deaf and hard of hearing, sound amplifying equipment for collective use is provided, if necessary, sound amplifying equipment for individual use is provided to applicants;

3) for persons with severe speech impairments, deaf, hard of hearing, all entrance examinations at the request of applicants can be conducted in writing;

4) for persons with disorders of the musculoskeletal system (severe disorders of the motor functions of the upper limbs or the absence of upper limbs):

written tasks are performed on a computer with specialized software or dictated to an assistant;

At the request of applicants, all entrance examinations can be conducted orally.

The conditions necessary for an applicant are provided to applicants on the basis of an application for admission containing information about the need to create appropriate special conditions.

General Rules for Filing and Considering Appeals

According to the results of the decision of the examination committee on passing the entrance test, the applicant has the right to file an appeal with the appeal commission about the violation, in the opinion of the applicant, of the established procedure for conducting the entrance test (hereinafter referred to as the appeal).

Consideration of the appeal is not a retake of the entrance test. During the consideration of the appeal, only compliance with the established procedure for conducting the entrance test is checked.

The chairman of the selection committee forms an appeal committee to consider appeals during the work of the selection committee. Members of the examination committee, whose decision is contested, are not included in the appeal committee. It is recommended to include in the Appeal Commission as independent experts cultural and art workers who do not work in this educational organization.

The appeal is filed by applicants personally on the day of the announcement of the results of the entrance examination or within the next business day. At the same time, the applicant has the right to familiarize himself with his work performed during the entrance examination in the manner prescribed by the Institute. The Admissions Committee ensures the acceptance of appeals throughout the working day.

Consideration of appeals is carried out no later than the next business day after the day of filing the appeal and before the next scheduled admissions test.

When considering an appeal, members of the examination committee, as well as an applicant, who must have an identity document with him, have the right to be present.

When considering an appeal, the following requirements are ensured, depending on the categories of applicants with disabilities:

1) for the deaf and hard of hearing, the presence of a sign language interpreter, a sign language interpreter is provided;

2) for the visually impaired, the presence of a deaf and sign language interpreter is provided.

After consideration of the appeal, the decision of the appeal commission is made on the presence or absence of a violation of the procedure and on whether or not to conduct the entrance test again.

In the event of disagreement in the Appeal Commission, a vote is taken and the decision is approved by a majority of votes. In case of equality of votes, the vote of the chairman or chairman of the meeting of the appeal commission is decisive.

The decision of the Appeal Commission, drawn up in the minutes, is brought to the attention of the applicant (against signature) and is stored in the personal file of the applicant.

Acceptance of documents from applicants for study in educational programs of higher education - programs of assistantship-internship are carried out from June 25 to July 17, 2019(July 17 - until 16.00). Documents will not be accepted after these deadlines.

July 19, 2018 on the official website and on the information stand of the admission committee of the institute, lists of persons who have submitted the documents necessary for admission are posted, indicating information about admission or refusal to accept documents.

Entrance tests take place during from July 22 to July 31, 2019 in classrooms and training workshops of the institute. The schedule of entrance examinations and consultations will be posted later.

August 02, 2019 on the official website and on the information stand of the admission committee of the institute, lists of applicants by name are posted, formed according to the results of entrance examinations.

Internship Assistant - a form of postgraduate training of personnel in creative and performing specialties in the field of culture and art.

Persons undergoing training in the form of an assistant-internship and carrying out the preparation of a final work in creative and performing specialties are assistant trainees. Assistant trainees on the basis of the order of the head educational institution are assigned to the relevant creative and performing department of the educational institution.

Only those persons who have a higher professional education can take an assistant traineeship. Training lasts two years and is carried out only in full-time.

Training of assistant trainees is carried out according to the main professional educational programs of postgraduate professional education in creative and performing specialties.

The main task of training in the form of an assistant-internship - improvement of creative, performing and pedagogical skills of persons with higher professional education, confirmed by a diploma of a specialist or a master's degree.

The admission of trainee assistants is carried out annually within the terms established by the educational institution, but not earlier than June of the current year. The requirements for entrance examinations and the date of announcement of the results of entrance examinations must be established by the university independently and posted on the information stand and the official website of the educational institution no later than two months before the start of the entrance examinations.

The training of an assistant trainee takes place according to an individual curriculum, which is developed by the head of the assistant trainee on the basis of the main educational program of postgraduate professional education in a creative and performing specialty and federal state requirements for its structure. The individual curriculum drawn up by the head of the assistant trainee is discussed at a meeting of the relevant department and approved by the Academic Council of the educational institution.

The implementation of the approved individual curriculum by the assistant trainee is under the control of the head and the head of the department.

Those trainee assistants who fully comply with the individual curriculum are allowed to the state final certification. Admission is made on the basis of the order of the head of the educational institution on the proposal of the relevant department.

The state final attestation is carried out in the form of a presentation of a final work in a creative and performing specialty. It may be open public speaking, showing or watching a solo concert, performance, exhibition or film.

Those persons who have successfully passed the state final certification receive a diploma with qualifications.
