The university, which was originally called Perm State Institute of Culture, was created in 1975 year. The purpose of its creation was the realization of the possibility of training professional personnel for regional cultural institutions: heads of houses of culture and clubs, librarians, organizers and hosts of holidays, musicians, choreographers. The first rector of the institute was Zinaida Vorobieva who led the university for 21 years. From 1996 to 2013 the leadership of the university was carried out by professor Evgeny Malianov.

In 2013, our educational institution received a new status. It became known as Perm State Academy of Arts and Culture. The Academy was headed by the Honored Worker of Culture of the Russian Federation, Laureate of international competitions, Laureate of the Russian Performing Arts Foundation (Moscow), Laureate of the Perm Territory Prize in the field of art and culture, professor Lyudmila Drobysheva-Razumovskaya.

In 2015, the historical name was returned to the university.

During the 1970-2000s. The institution has grown rapidly. New specialties were opened, faculties were created, the scientific and creative team of the university was formed. Since 2011, cooperation with foreign institutions has been successfully developing, namely: Leibniz University (Hannover, Germany) - exchanges of students involved in the restoration of historical memory are carried out; The Czech-Central Asian Chamber of Commerce - carries out mediation work in organizing academic and creative exchanges between the European Union, the countries of the former CIS and Asian countries. For 2 years, the university has been successfully implementing relationships with the Delegation of the European Union, which are aimed at organizing academic exchanges and joint research.

In 2013, the university receives a new impetus for development. Cooperation agreements have been signed with 4 foreign universities and creative centers: the Norwegian Ballet School, the North Asian University of Nationalities (Langzhou, China), the Russian-French Sunsbury Association, Hannover University. Leibniz (Germany). In October 2013, the Institute was admitted to the European Association of Conservatories as an active member. Thanks to this, 14 students of PSCI underwent internships in Germany and China, and 7 foreign students from Syria, Cuba, Italy, Belarus, and Armenia are currently studying at the university. It is expected that in the near future there will be more foreign students.

During 2013, a new effective management structure was created at the university. The system of administration has been optimized, the management of scientific and innovative activities, project management, concert and theater management, the management of extracurricular activities, and the press service have appeared.

A significant achievement of the university is the creation in 2013 Conservatories. This change ensured the involvement of leading Russian and world performers in the teaching staff of the university.

One of the directions of development of the university in present stage is an creation of strong international ties in science .     Academy of Creativity at PGAIK for over 20 years now. The focus of PGICC researchers is also on the cultural foundations and mechanisms of various types of social activities, organization and management in the field of culture, strategies and tactics of cultural policy, socio-cultural design and cultural protection activities, principles and technologies for the transfer of cultural values. The works of a number of teachers reflected the issues of pedagogy and methods of teaching special disciplines, the problems of theater technology in pedagogical creativity.

    One of the priority scientific directions implemented in PGICC is the study of the psychology of art and creativity. Research in the field of psychology of art and creativity has received recognition both in Russia and abroad. A striking example of international cooperation was the holding during 1997-2005. a number of international conferences, symposiums and congresses.

    Of particular methodological importance, both for determining the content aspects of education and for organizing the educational process, is the problem of understanding the nature and direction of vocational education. For the university of art and culture, this problem is actualized in theoretical understanding conceptual foundations cultural education. The research results are reflected in collections of scientific papers, materials of international and all-Russian scientific conferences, textbooks.

    PGIIK provides training in two postgraduate specialties: 19.00.01 General psychology, personality psychology, history of psychology; 24.00.01 Theory and history of culture. In 2005, a cooperation agreement was concluded with the University of Cassino (Italy) on the preparation of postgraduate students.

    University scientists take part in scientific and organizational events abroad, in particular, they are members of editorial boards or guest editors of collections of scientific papers and special issues of journals on foreign language: “The Russian psychology of art. Psychology and the Arts”, “Jornal of Russian and European psychology”, “Bulletin of Psychology and the Art”; act as co-leaders of international projects; deliver lectures at universities in the US and Europe.

    Then only two specialties were opened, today [ when?] - 13 areas of training. In 1991, the university was transformed into the Perm State Institute of Art and Culture ( IPCC).

    By order of the Federal Service for Supervision in the Sphere of Science and Education (Rosobrnadzor) of the Ministry of Education of the Russian Federation No. 1286 dated 04.10.12, the Perm State Institute of Arts and Culture was given the status of an academy ( PGACC).

      The Faculty of Cultural Studies was established simultaneously with the formation of the Institute in 1975 as a faculty of cultural and educational work. In 1990, the faculty of cultural and educational work was divided into 2 faculties: cultural studies and artistic and pedagogical.
