The calendar contains the most significant anniversary and memorable dates for 2015, indicated in the new style, for planning library work in municipal libraries in the region. Dates related to local history are reflected in the bibliographic calendar-reference book “Tambov Dates, 2015”.

International decades

International years
International Year of Light and Light Technologies

The UN General Assembly proclaimed 2015 the International Year of Light and Light Technologies (IYL 2015).

According to information provided by the European Physical Society, in drafting the proclamation, the UN took into account the importance of raising global awareness of how light-based technologies enable sustainable development and provide solutions to global problems in energy, education, agriculture and health.

The other founding members are the American Physical Society, the IEEE Photonics Society, the International Society for Optics and Photonics (SPIE), the international Lightsources.org network, and the Optical Society (OSA).

The IYL 2015 collaboration, formed in 2010, is an interdisciplinary educational outreach project with over 100 partners from over 85 countries, associated with UNESCO's International Basic Sciences Programme.

It will engage scientific societies and associations, educational and research institutions, technology platforms, non-profit organizations and private sector partners to promote and celebrate the value of light and its applications in 2015.

International Year of Soils

The United Nations declared December 5th as World Soil Day and 2015 as the International Year of Soils. The global community has decided to create global programs to promote sustainable land use, soil conservation and restoration. The measures taken must be based on the use of advanced technologies and the implementation of sustainable and harmonious policies that involve the participation of local communities in soil conservation activities. In particular, there is a need to prioritize the conservation and management of soils rich in organic carbon, such as peatlands and soils in permafrost areas. It is also planned to create a global information system on Soil Resources to assess the progress and status of soil resources. Considering that awareness-raising and education in this area is urgently needed, a special capacity-building program will be established.

Port Hartcourt - World Book Capital 2014 (until April 22, 2015)

The United Nations Educational, Scientific and Cultural Organization has selected the Nigerian city of Port Harcourt as the 2014 World Book Capital. Port Harcourt presented the best program, which involves “the development of Nigerian publishing culture and the promotion of reading.” The program mentioned the annual Garden City Literary Festival, as well as the presence of a living Nobel laureate: In 1986, the prize was won by novelist and playwright Wole Soyinka.

Port Harcourt became the 14th city to receive the title of World Book Capital. Other cities that have won the honorary title include Bangkok (2013), Yerevan (2012), Buenos Aires (2011), Ljubljana (2010), Beirut (2009), Amsterdam (2008), Bogota (2007). The selection of book capitals is part of UNESCO's efforts to promote books and reading.

Incheon - World Book Capital 2015 (from April 22, 2015)

UNESCO has announced the status of World Book Capital 2015. It was awarded to the city of Incheon in the Republic of Korea in recognition High Quality its programs to popularize the culture of reading among young people and vulnerable groups. Incheon became the 15th World Book Capital.

2014-2015 — Years of mutual visits between Russia and the Republic of Korea

On November 13, 2013, a joint agreement was concluded between Russia and the Republic of Korea, according to which a visa-free regime will be introduced between the countries from January 1, 2014. Thus, citizens of the two countries can make mutual visits for a period of 60 days without first obtaining a visa. For this reason, the Ministry of Culture, Sports and Tourism of the Republic of Kazakhstan, as well as the Federal Tourism Agency of the Russian Federation, decided to designate 2014 and 2015 as a period of mutual visits to tell the citizens of their countries about this important innovation. In 2014-2015, in connection with the “Years of Mutual Visits” campaign, many events will be held in Russia and Korea aimed at attracting the maximum number of tourists. The VisitKorea website will also host various promotions dedicated to the conclusion of an agreement on a visa-free regime, as well as years of mutual visits.

Years of Russian-Chinese friendship and youth exchanges (2014-2015)

Conducted in 2014-2015. The Sino-Russian Years of Friendly Youth Exchange is aimed at maintaining a high level of comprehensive strategic cooperation relations and promoting long-term bilateral friendly cooperation in all areas.

2015 - Year of Russia in Monaco

Russia and Monaco signed on July 31, 2014 a memorandum on holding the Year of Russia in Monaco in 2015. The document will serve as the basis for organizing the events of the Year and will give impetus to new joint initiatives.

Cross year of culture between Russia and Argentina

Russian President V.V. Putin, in honor of the 130th anniversary of the establishment of diplomatic relations between Argentina and Russia, proposed holding a cross Year of Culture in 2015. According to the Russian leader, such a step could help bring peoples closer together, as well as demonstrate the depth of relations and understanding of the prospects for developing cooperation in other areas.

2015 in the CIS is the Year of Veterans of the Great Patriotic War of 1941-1945.

The heads of the CIS member states at a meeting of the Council of Heads of State of the Commonwealth in Minsk on October 25, 2013 adopted the Decision to declare 2015 in the Commonwealth Independent States The Year of Veterans of the Great Patriotic War of 1941-1945.

Among the most significant events in the Plan of Main Activities for the preparation and celebration of the 70th anniversary of the Victory of the Soviet people in the Great Patriotic War of 1941-1945: - preparation of a draft Appeal from the heads of the CIS member states to the peoples of the Commonwealth member states and the world community in connection with the 70th the th anniversary of the Victory of the Soviet people in the Great Patriotic War of 1941-1945; — holding May 9, 2015 in Moscow, the capitals of the Commonwealth states and hero cities of military parades; — organizing a whole series of major international conferences, competitions, festivals, rallies, sports days and other forums. There will be a tour of the CIS Youth Symphony Orchestra, concert performances by leading creative teams Commonwealth countries; — in educational institutions of the CIS member states it is planned to conduct a single lesson (day) dedicated to the Great Patriotic War of 1941-1945.

Along with this, it is planned to publish memoirs, works of art, encyclopedic dictionaries, reference books and journalistic materials on relevant topics, and a number of other events. A special place in the Plan is occupied by measures aimed at intensifying work to improve the socio-economic living conditions of veterans, disabled people, and participants in the Great Patriotic War of 1941-1945. and persons equated to them.

It is provided, in particular:

— on an ongoing basis ensure the implementation of international agreements on benefits and guarantees for participants of the Great Patriotic War of 1941-1945, wartime home front workers and families of fallen servicemen concluded within the CIS;
— by 2015, conduct a survey of the living conditions of veterans of the Great Patriotic War, family members of military personnel who died during the war, and take measures to provide them with the necessary assistance in accordance with national legislation;
— until May 2015, provide one-time financial assistance to veterans of the Great Patriotic War of 1941-1945. in accordance with national legislation;
— during 2014 and 2015, organize comprehensive medical examinations of veterans of the Great Patriotic War of 1941-1945. and persons equated to them, to ensure their preferential treatment in sanatorium and resort institutions of the CIS member states;
— from April 25 to May 10, 2015, recommend that the member states of the Commonwealth provide participants of the Great Patriotic War of 1941-1945. the right to free use of international and long-distance telephone services;
— in the period from May 3 to May 12, 2015, ensure the provision of free travel on all types of transport (except taxis) throughout the territories of the CIS member states to disabled people and participants of the Great Patriotic War and their accompanying persons;
— in the fourth quarter of 2015, organize the final charity event of the IFGS, dedicated to the Year of Veterans of the Great Patriotic War of 1941-1945 living in the member states of the Commonwealth.

It is planned to hold an International review competition for the best veteran organization of the border service of the CIS member states in matters of providing material and social assistance border guards - veterans of the Great Patriotic War and organize the final charity event of the Interstate Fund for Humanitarian Cooperation, dedicated to the Year of Great Patriotic War veterans living in the Commonwealth countries.

70 years of Victory in the Great Patriotic War of 1941-1945.

In accordance with the Presidential Decree Russian Federation dated April 25, 2013 No. 417 “On the preparation and holding of the celebration of the 70th anniversary of the victory in the Great Patriotic War of 1941-1945.” According to the Decree, the Government of Russia, with the participation of the Russian Organizing Committee "Victory", developed a plan for the preparation and holding of the main festive events.

The plan includes four sections: main all-Russian and international actions, memorialization of memorial sites, scientific information and publishing projects, socially significant and memorial events. The implementation of the plan is designed for the entire period preceding the celebration, which will make it possible to consistently implement a large complex of educational, cultural and educational, repair and restoration, artistic, creative and information activities.

The Ministry of Defense has created and posted on the Internet a generalized electronic data bank “Memorial”, containing information about the defenders of the Fatherland who died and disappeared during the Great Patriotic War. Unique in scale processing of more than 19 million pages was carried out archival documents, the burial places of more than 2.5 million soldiers and officers have been clarified, and the identities of over 760 thousand military personnel listed as missing have been established. In addition, a publicly accessible bank of documents “Feat of the People in the Great Patriotic War of 1941-1945” is being created.

To date, more than 12 million descriptions of feats based on license plates of the Great Patriotic War period have been published, as well as 2,400 cases on the operational management of combat operations. Work is also underway to create an interactive website based on wartime geographic maps and modern navigation systems. This will enable citizens to obtain information about the combat path of the war participants, the feats performed and the burial places of the dead.

In 2012, a model law “On the inadmissibility of actions to rehabilitate Nazism and the glorification of Nazi criminals and their accomplices” was adopted. Currently, work is underway on a model law “On perpetuating the memory of defenders of the Fatherland, prominent government and public figures,” and it is also planned to develop a model law “On patriotic, military-patriotic education and military patronage work.”

Year of Literature in the Russian Federation

In accordance with Decree of the President of the Russian Federation dated June 12, 2014 No. 426 “On holding the Year of Literature in the Russian Federation,” 2015 in Russia was declared the Year of Literature. The document states that the Year of Culture will be held with the aim of “...attracting public attention to literature and reading.” According to the Decree, the Russian Government formed an organizing committee for the Year of Culture, and also ensured the development of a plan of main events. As part of the Year of Literature, the International Writers' Forum "Literary Eurasia", the project "Literary Map of Russia", "Library Night - 2015", the projects "Books to Hospitals" and "Summer with a Book: Reading Days in Summer Camps", creative meetings of writers with readers are planned in libraries and bookstores in Moscow and regions of the Russian Federation, the pilot project “World Book Day”, the competition “Literary Capital of Russia”.
