Where to apply for children when entering a university to apply for benefits for large families and what documents will be needed. Benefits that are provided to large families when entering a university Colleges for children from large families

Legislation to support large families is currently limited by presidential decree as amended in 2003. It does not contain provisions for benefits for children from large families entering universities.

Benefits for applicants to universities

The following types of benefits can be provided to university applicants:

  • enrollment out of competition (winners of subject Olympiads of the All-Russian or international level);
  • pre-emptive right to enrollment (several categories of beneficiaries: participants in hostilities, "Chernobyl victims", etc.);
  • enrollment by quota (disabled, orphans).

Applicants from among members of large families are not eligible for any of these benefits.. They can take advantage of benefits if they are disabled, orphans, winners of olympiads, etc. The very fact of origin from a large family does not give preferences when enrolling in a university.

In most universities, where it is possible to transfer students to a budget-funded form of education from a paid one based on the results of studies, priority in such a transfer can be given to children from large families. This kind of benefit is not enshrined at the level of legislation, but can be spelled out in documents regulating the activities of an educational institution.

Quotas for large families in universities

The draft law on social support for large families was not signed by the President in 1999, and therefore did not enter into force. This law contained a large number of benefits for families with three or more children. Among others, there were noted two benefits related to studying at higher educational institutions:

  • a quota of 20 percent of the number of budget places for children from families recognized as having many children;
  • compensation of half of the cost of education (with paid education) in universities for children from large families.

These benefits would be an excellent support for children from large families who decide to enter universities. However, the law was not passed. Today, children from such families do not have any legislatively fixed advantages in enrolling in universities.

Regional benefits

In the absence of benefits for large families, enshrined in law at the federal level, regional benefits may become a way out. Some areas set quota for large families entering universities. In addition, there are a number of benefits for students in educational institutions, for example, reimbursement of part of the cost of food, travel and clothing. These payments do not, of course, cover the costs, but they can be a good addition to a scholarship or family budget.

Admission to a university opens up great opportunities for a former applicant in the future. After graduating from an educational institution, he will receive a diploma and will be able to try to find a job in a highly paid position. Good prospects contribute to the growth of those wishing to sit at the student desk. However, there are not enough places for everyone. Only the best can enter. Not only knowledge, but also the availability of preferences will help to facilitate enrollment. From this article, the reader will learn whether there are benefits for large families when entering a university, how to use them, and what laws regulate them.

What categories of citizens belong to large families

Speaking about the benefits for admission to a university provided to children from large families, one cannot fail to specify the moment of registration of this status. There is no definition of this concept in the current laws. You can find it only in the National Standards. After reading them, we can conclude that a family with three or more children is considered a large family.

A large family can be brought up:

  • Biological (native) children.
  • Children taken into care.
  • Adopted children.

It is important that children are fully dependent on their parents. If they are brought up in an orphanage, the family cannot be recognized as having many children.

A family is considered to have many children until the eldest child reaches the age of 18. In case of admission to a university for full-time education, the term is extended to 23 years.

Giving a family the status of a large family occurs on an application basis. After its confirmation, parents have the right to take advantage of a number of preferences. Among them, you can find priority enrollment in kindergartens and schools. However, there is no mention of admission to universities on a non-competitive basis. This issue can be clarified by laws adopted at the regional level.

Standard conditions for enrolling in a university

Enrollment in the university takes place on the basis of internal regulations. It specifies the requirements for applicants and the conditions for accepting their documents. The internal rules of an educational institution are developed on the basis of federal and regional laws. This means that each region has its own regulations, on the basis of which it is possible to provide benefits for admission to children from large families.

As a rule, admission to a university occurs in the following order:

  1. The deadlines for the recruitment of applicants are set.
  2. Applicants' documents and applications are accepted.
  3. Selection is made according to USE results and internal exams.
  4. Students are enrolled in the first year.

Applicants who have shown the best results are enrolled in the university, the rest will have to look for a place in other educational institutions. As a rule, the organization must allocate some places for preferential categories of citizens. They are accepted on a non-competitive basis.

If the beneficiary does not have enough space in the university, the administration of the institution has the right to refuse admission to applicants entering on a general basis.

Beneficiaries are not exempt from passing the exam despite this, they do not need to take part in the competition among applicants. They are enrolled in vacant places without additional examinations, if this does not contradict the internal rules of the educational institution.

The number of preferential places in the university is limited. The educational institution enrolls applicants who enjoy preferences for the budget. The rest of the students will have to pay for education. This means that the allocation of more free places is not possible for financial reasons. If there are many beneficiaries upon admission, only a part of them will be enrolled in the university. The rest will have to act on a general basis, or choose another educational institution.

It has already been said above that the list of privileged categories of citizens who can count on out-of-competition admission to a university is determined on the basis of federal and regional laws. Unfortunately, most of them do not give children from large families special preferences for entering a university.

On a non-competitive basis, universities enroll:

  • Orphans.
  • Disabled children.
  • Children raised by a single parent with a disability.
  • Chernobyl.
  • Military children.
  • Demobilized conscripts.
  • Participants in the fighting.

However, this does not mean that children from large families cannot enter on a preferential basis. The administration of the university has the right to accept applicants on a non-competitive basis, if this is allowed by the government of the region. Therefore, you should contact the management of the educational institution in advance and clarify the availability of benefits.

In the absence of benefits, a child from a large family will have to enter a university on a general basis. If the minor belongs to one of the preferential categories (for example, has the first or second disability group), he will be enrolled in an educational institution on a non-competitive basis.

How can a child from a large family enter a university on an out-of-competition basis?

Parents with many children should take care of the education of their children in advance, long before entering the university. This will allow you not to be afraid that the child will not be able to enter without benefits. At the same time, it should be remembered that with good academic performance and participation in competitions, enrollment will be carried out without selection. These preferences can be used by:

  1. Winners and prize-winners of the last stage of the Olympiad for schoolchildren.
  2. Prize-winners and winners of the Olympic Games.
  3. Medalists of the European and World Championships.

Parents should support the participation of the child in various competitions and olympiads. Having shown good results, he will not go unnoticed and will be able to enter any university in the country without competition. Perhaps this will require attending paid courses, tutors. However, such investments will pay off after graduation.

If the child does not belong to the categories enrolled in the university on a preferential basis, do not worry. He could do well on his own. This will require having good knowledge and preparation. In case of uncertainty in the success of independent admission, it is worth giving preference to less popular universities with no large quantity wishing to enter one place.

Most universities in the country do not provide benefits for children from large families upon admission. Therefore, when applying to an educational institution, you must bring with you a standard list of documents:

  • School certificate.
  • The passport.
  • 4 photographs, size 3x4.
  • Medical certificate 086-U.
  • Certificate of external independent evaluation.

The applicant must provide both originals and copies of documents. If there are awards received for participation in olympiads or competitions, they can also be provided. Here we are not talking about victories in intra-school or city competitions. For admission, only all-Russian competitions and olympiads are important.

Currently, there is only one legal act that gives an advantage to large families for admission to a university. The legal act was issued by the President in 2003, the effect of which is up to date. In 1999, a bill was developed that was adapted for large families, but unfortunately it was not signed, a small part of the project, which was present in the bill, entered into implementation.

Large families are those families that raise more than 3 children. To receive benefits, children do not have to be relatives, the state also supports children who have been adopted or adopted.

Until what period of time does the state provide support?

Legislation from 2003 is currently in force, which states that assistance in the mental development of children is carried out until the age of 23. After one of the children reaches a certain age, the student ceases to receive support from the state in terms of material costs, the legislation does not apply to other children.

What benefits does it support children when entering a university

The state took care of children who are not alone in the family, and endowed them with benefits for easy entry into a higher educational institution, the list of such state norms includes:

  • low score for admission;
  • entrance exams are simplified;
  • instant budgetary basis, without considering a high school diploma or a college degree.

Special payments

The heads of the country are constantly developing projects to improve families, on the basis of state assistance, material payments are made, such as:

  • receiving material assistance in the amount of 10 thousand rubles annually by September 1, provided that parents are raising ten children or more;
  • receiving 10 thousand rubles by the international family day, with the obligation that there are ten or more children in the family.

Regional benefits

Because the federal no benefits for large families when entering universities have been developed, benefits are accepted on a subjective level Russian Federation, which will not affect the continuation of studies and support from the state.

What benefits are there to support

The government took into account all possible problems during the period of study, such problems include travel to the place of study, food, buying things necessary for life. Not all of the material amount is covered, but part of the costs will be covered, such amounts from the state can replenish the student's wallet, or the family budget.

How to use benefits for admission

When submitting documentation to the desired university, along with all documents, you must attach an official certificate stating that you are allowed to use this privilege upon admission. This certificate is considered by the legal department of the place of the desired institution, after which a decision is provided, positive or negative.

Where to go to file a complaint in case of a refusal situation

Universities do not always make positive decisions in favor of the applicant, what to do if there was a refusal to enroll. The list of documents for admission should not be a fake, but the official documentation of a person, if, with full observance of the rules, a negative answer followed, then a complaint should be filed with the following state authorities:

  • department of education;
  • Ministry of Education and Science;

Benefits for admission to a university for large families in Russia

A diploma of higher education is a guarantee of obtaining a profitable job and career realization. Unfortunately, there is a lot of competition for many professions. Legal preferences help some categories of citizens to become students.

Let's analyze what benefits the legislator has allocated for large families upon admission. Does the concept of large families exist at the federal level? How to take advantage of admission privileges.

How is admission to the university

Admissions committees work strictly within the framework of the internal documents of the educational institution. These are published on the basis of federal and regional laws. The general rules are:

Legislation

  • reception without entrance examinations(out of competition);
  • enrollment within the preferential quota subject to successful completion of entrance examinations;
  • pre-emptive right to enroll, subject to successful completion of entrance examinations and other equal conditions;
  • enrollment in students of the preparatory department on a budgetary basis in federal state educational organizations higher education;
  • other special rights defined by federal, regional legislation or local regulations.

Out of the competition, young people who have proven themselves at school can become students. This preference is due to:

  • winners of the final stage of the All-Russian Olympiads for schoolchildren (if the application is submitted for a profile specialty);
  • members of the national teams of the Russian Federation participating in international olympiads;
  • champions and prize-winners of the Olympic, Deaflympics and Paralympic Games, World Champions, European Champions who won the European Championship (only in the specialty related to sports).

Who gets quotas

Categories of applicants for which quota budget places, are listed in subparagraph 7 of Article 71. They are as follows:

The official definition of a large family

However, the legal status is approved only in regional laws. Indeed, most regions recognize a large family in which three or more native or adopted minor children are brought up.

However, the rules are not the same everywhere. For example, in the Moscow region, the status is granted to parents raising three children under 16 years of age. If children are trained, then boys and girls up to the age of majority are taken into account. And in Udmurtia, the age criteria are higher. To obtain the status of having many children, it is necessary to raise three or more children until the age of majority. If a boy or girl studies full-time, then the threshold is shifted to 23 years.

Important: certain preferences for people from large families, including those for admission to universities, are provided for within the framework of regional laws. They apply only to permanent residents of a particular subject of the federation.

Is it possible for large families to enter the quota

Federal legislation did not provide for benefits for children who were raised by parents with many children. However, the article lists other categories. In order to be guaranteed admission to a university, you need to do the following:

  • organize the child's occupation so that his talents are revealed at an early age;
  • do not interfere with the participation of the child in competitions and olympiads;
  • constantly encourage your son or daughter to achieve high results.
  • serve in the army for military service or under a contract (at least three years);
  • has the status of a Chernobyl (equivalent);
  • in other situations listed in the law.

Regional preferences

  • funding for meals in schools and mid-career vocational institutions;
  • free provision of textbooks;
  • privilege for the use of transport routes (depending on the region):
    • citywide;
    • suburban;
  • compensation for travel expenses to the place of study and back (once a year);
  • organization of recreational activities in the summer without charging a fee (only for schoolchildren);
  • providing discounts for the purchase of tickets to cultural institutions.

For information: mothers who have raised more than three children under eight years of age are entitled to early retirement.

Conclusion

The Russian legislation lists the categories of applicants who are entitled to preferences for admission:

  • out-of-competition admission to the course;
  • Extraordinary inclusion in the list of first-year students, subject to successful completion of test tasks.

The list does not include a category associated with the status of having many children. Such is not disclosed at all at the moment in the Russian legal field. Benefits for parents raising three or more sons and daughters are included in regional regulations. A few subjects of the federation have planned quotas for places for children from such families. However You can use the benefit only in universities of the regional level. Federal quotas do not apply.

We describe typical ways to resolve legal issues, but each case is unique and requires individual legal assistance.

Benefits for admission to a university for children from large families

Where to apply for children when entering a university to apply for benefits for large families and what documents will be needed

In Russia, at the federal level, the state provides comprehensive support for citizens with many children. When studying at universities for state-funded applicants, the following are provided:

To enter a university, an applicant must first pass the USE in several disciplines that are mandatory in the chosen field of study.

Benefits for families with many children when their children enter the university

Large families are families with three or more children. Often they are considered to be in need of state assistance, as they experience a constant lack of funds. But in recent years, the state pays less and less attention to them. The only legislative act that today is aimed at supporting large families is the Decree of the President of 2003, but it does not contain clear instructions on the provision of benefits when children from large families enter universities.

In some regions, a quota for admission to a university for such applicants may be set, or other quotas are provided that cover part of the cost of food, clothing, etc., and although this is not very much money, it is still a considerable addition to the scholarship.

What benefits are provided for children from large families when entering a university in 2020

Benefits for children from large families when entering a higher educational institution

In some universities, the documentation regulating their activities enshrined the right to transfer children from large families from a paid form of education to a budget one, subject to good academic performance. This category of students will have an advantage when a budgetary place is released.

Do I need state assistance for children from large families entering a university

In this regard, a large family has a great advantage over other families, they do not wait until their turn comes up. There are no problems when entering school., the child is taken to where he belongs at the place of residence, without any kind of trouble.

But there were such provisions that could provide all large families with very good benefits. For example, there contained benefits relating directly to education and admission to the university:

What are the benefits for children from large families upon admission

Families with many children in the Russian Federation are families with three or more minor children. That is, when a child reaches the age of eighteen (if it is the eldest in a three-child family or just the third from the end of a large family), the special status of a large family is removed and the benefits also end.

Benefits for children from large families are allocated mainly at the local level. A very limited number of such benefits have been declared at the federal level. These are, first of all, annual payments for the purchase school uniform, free provision of land plots for country or individual, independent housing construction. Children from large families can ride public transport and trains for free. These families have benefits for paying utility bills.

Benefits for admission to a university for children from large families

It all depends on the severity of the issue. If it is not possible to solve it through the social service, then in order to protect your rights, you should apply to the court or the prosecutor's office. These bodies (especially the court) have a lot of leverage on the relevant authorities, which helps them to resolve almost any issue.

There are no clear criteria for classifying a family as having many children at the federal level. The Family Code, laws on measures to help families with children are silent about the concept of a large union. The only federal act that gives a clue to the question is the 431st presidential decree of 1992, which charges the subjects of Russia to autonomously choose the parameters for recognizing a family with many children by regional legislation.

Benefits for large families entering the university

In most universities, where it is possible to transfer students to a budget-funded form of education from a paid one based on the results of studies, priority in such a transfer can be given to children from large families. This kind of benefit is not enshrined at the level of legislation, but can be spelled out in documents regulating the activities of an educational institution.

Lucky or ordinary applicant: are there any benefits for children from large families when entering a university and other educational institutions

All these citizens have certain advantages over other applicants. Their number is determined solely by the internal documentation of the academy, university and institute. It should be noted that benefits for admission to a higher educational institution and other quotas are regulated only at the regional level.

Are there benefits for large families when children enter higher educational institutions? After the children reach the age of eighteen, the status of a large family is automatically removed. It is for this reason that all benefits disappear.

Are there any benefits for children from large families when entering a university

When it comes to children who have reached school age, then they have the right to receive permanent two meals a day in educational institutions (actually, schools) that implement general education programs. Naturally, such food should be free for children from large families.

In 1999, a draft law on social support for large families was drawn up, which was never signed by the President of the Russian Federation, therefore it has no legal force. This normative legal act provided for many benefits for families raising three or more children. These included two benefits regarding university education:

Does a child from a large family have benefits when entering a university

  1. enrollment by quota (disabled, orphans).
  2. enrollment out of competition (winners of subject Olympiads of the All-Russian or international level);
  3. pre-emptive right to enrollment (several categories of beneficiaries: participants in hostilities, "Chernobyl victims", etc.);
  1. a quota of 20 percent of the number of budget places for children from families recognized as having many children;
  2. compensation of half of the cost of education (with paid education) in universities for children from large families.

    For example, a young child from such a family should be accepted out of turn in one of the preschool institutions. There are also the following payments received by large families approximately once a year:

    What benefits are provided to a child from a large family when entering a university in 2018

    Some applicants can count on preferential admission to state-funded places in the higher educational institution of their choice. The categories of beneficiaries are listed in Federal Law No. 273-FZ “On Education in the Russian Federation”. When a child from a large family is assigned to one of the groups, he receives the right to receive preferential free higher education

    1. orphan child;
    2. a child left without parental care;
    3. a disabled child, as well as a disabled person of the 1st or 2nd group;
    4. a child under the age of twenty, brought up by one parent with a disability of group 1, if the family is recognized as poor;
    5. child of the deceased Hero of the Russian Federation, USSR, full holder of the Order of Glory;
    6. a child of an employee of the prosecutor's office, police department, the National Guard, the Federal Penitentiary Service, the Ministry of Emergency Situations, the Investigative Committee, customs, who died as a result of an injury or illness received in the service;
    7. combatants and veterans;
    8. persons who took part in the testing of nuclear weapons, as well as prevented the consequences of nuclear accidents;
    9. contract servicemen with more than three years of experience and conscripts with recommendations from commanders for entering a university;
    10. persons who, on duty, performed tasks in the conditions of the armed conflict in the Chechen Republic (police officers, the Ministry of Emergency Situations, the Federal Penitentiary Service, military personnel).

    Benefits that are provided to large families when entering a university

    Benefits for children from large families upon admission are not provided, as described above. It is worth noting that back in 1999, a proposal was put forward to significantly simplify the life of large families if teenagers decided to get higher education. However, these proposals never entered into force, as they were not signed by the presidents. If things had gone differently, then such children could expect:

    Parents with a large number of children are interested in the question of whether there are benefits for large families when entering a state university in 2020. This question is especially acute in large cities, where it is quite difficult to enter a higher educational institution, and education is incredibly expensive. Of course, I would like the state to help children from large families settle in life, but recently in Russian legislation, privileges for such families have occupied less and less space. The reasons for this are unknown, it is possible that the birth rate has increased in the country, and large families are no longer a rarity. However, this does not negate the fact that such families still have some benefits, but not in the case of children entering higher educational institutions.

    Benefits for children from large families upon admission

    • If there are ten or more children in the family, then by the first of September she receives ten thousand rubles.
    • Again - if there are ten or more children in the family, then by the international family day she receives ten thousand rubles.

    Today, in our country, by law, a large family is a family where three or more children can be brought up (and not only relatives, but also those who were adopted or adopted). When in one of the large families a child reaches the age of majority (that is, he turns exactly eighteen years old) and he studies at a university full-time, the family continues to be considered large - until the child is twenty-three years old.

    Are there any benefits when entering a university for children from large families?

    military personnel undergoing military service under a contract (with the exception of officers). continuous duration military service under the contract of which is at least three years, upon admission for development educational programs part-time study

    As early as January 1, 2010, the law “On Amendments to Some Legislative Acts of Ukraine on the Issues of Social Protection of Large Families” came into force. According to it, the state should provide preferential conditions for children from large families to enter state and communal vocational and higher educational institutions. Thus, children from families with five or more children, as well as persons aged 18 to 23 from such families, are exempted from tuition fees at state and communal universities of all levels of accreditation.

    Benefits for large families when entering a university

    There are no clear criteria for classifying a family as having many children at the federal level. The Family Code, laws on measures to help families with children are silent about the concept of a large union. The only federal act that gives a clue to the question is Presidential Decree 431 of 1992, which requires the subjects of Russia to autonomously choose the parameters for recognizing a family with many children by regional legislation.

    Now there are more and more such families, and the help for them is reduced. But even the existing state support measures remain unknown to many citizens. Families with many children need all forms and types of assistance and the study of legal possibilities.

Families with many children are families with three or more children. Often they are in need. This is due to the constant on basic needs.

AT last years such families have become less socially protected, as the state does not pay due attention to them. The only piece of legislation that this moment aimed at their support - Decree of the President of 2003. However, even in it there are no clear instructions on whether benefits are given to large families when they enter educational institutions.

Are there benefits for families with many children when entering a university, college or technical school?

Every person has the right to receive an education. Unfortunately, some families, for objective reasons, cannot afford to pay for the education of their offspring in higher educational institutions.

In situations where parents do not have enough money not only to maintain, but also to raise their own children, they rely on state support and material assistance.

In this case, we are talking about education for children. This is very important, since studying at an institute, university, college, school is a guarantee that the child will be able to find Good work and secure yourself financially.

Are there benefits for large families when children enter higher educational institutions? After the children reach the age of eighteen, the status of a large family is automatically removed. It is for this reason that all benefits disappear.

For example, if a child is in high school educational institution, then the current status will not be removed. It is preserved until the moment when he is twenty-three years old.

Some family benefits relate to the education of children. For example, a father and mother annually receive a certain amount of money to purchase a school uniform or various supplies (stationery).

Of course, this is not enough. Children need not only to be fed, clothed, provided with all the necessary things, but also to be educated. Without it, they will not be able to find their place in society.

To become an independent, self-sufficient member of society, you need to get an education. Unfortunately, families with many children cannot afford this. In many universities, education is paid.

You can enroll in free education only if you have certain benefits, as there is always a very big competition. That is why children from the families in question should have the support of the state.

Such citizens receive much less assistance from local authorities. Often, all this is limited to the possibility of organizing leave for minor children or. Unfortunately, this doesn't happen often. This is more of an exception.

Families do not need to queue for preschool enrollment. Babies from such families are accepted to any educational institutions at the place of residence. They don't need to queue up for Kindergarten.

However, when entering a university or academy, there are absolutely no instructions in the current legislation. Here it is customary to use only general legislative norms, which belong to different preferential categories.

If the child has decided to enter the university, then he can apply for the following benefits:

  1. children who took part in the Olympiads, and also won them, can be enrolled in universities outside the main qualifying competition;
  2. children of "Chernobyl victims" enjoy a special advantage;
  3. there is a quota for orphans.

Kids from large families do not fall into any of these categories. There are no specific benefits for them.

This rule is not specified in any legislative act. However, many higher education institutions include it in their documentation.

What benefits can children from large families expect when entering an educational institution?

In different regions of our country, the concept of a large family may differ slightly. To date, the Decree of the President of the Russian Federation "On measures of social support for large families" is considered the main document regulating the issue of assigning the status of a large family.

The financing procedure is developed by the Ministry of Finance. This is done because in different regions of our state, families with different numbers of children can be considered large families.

For example, in some regions, three or more babies is a rarity, while in others it is the norm. It is for this reason that in different parts of our country the criteria for having many children can be completely opposite.

Approximately ten years ago, in the Moscow region, only those families in which the youngest child was not yet sixteen years old began to be considered large. If the offspring is studying at a university or college, then this limit increases to the age of eighteen.

Before applying for benefits to the relevant authorities, you should first find out about the legislative acts in force there.

Things are quite different in the Republic of Udmurtia. It is customary to consider large families only those families where there are three or more children under eighteen years of age. If they study at academies, universities and institutes, then this period is increased to twenty-three years.

As for the types of benefits for large families in universities, upon admission, each educational institution sets its own quotas.

The educational legislation of the Russian Federation obliges each university, institute and academy to allocate certain benefits for admission.

  1. minors who are brought up in large families;
  2. who are raising three or more children.

All these citizens have certain advantages over other applicants. Their number is determined solely by the internal documentation of the academy, university and institute. It should be noted that benefits for admission to a higher educational institution and other quotas are regulated only at the regional level.

If no guidance can be found in the legislation regarding the provision of benefits, then this can be compensated by the regional legislation in force.

It is usually accepted locally. In some areas of our state, a quota for admission to an institute or academy may be established.

There are other types of benefits, for example, funds are allocated that can cover part of the cost of food, the purchase of clothing and stationery. At first glance, it seems that these amounts are very small. But if you look at it from the other side, then such material assistance is a significant addition to the accrued scholarship.

Students who are raised in large families are legally entitled to receive the following benefits:

  1. on transport tax;
  2. such children can receive land, which they are entitled to use completely free of charge;
  3. parents can claim payments for a third and other children up to the age of three. The amount of such material assistance is determined on the basis of the subsistence minimum in the given region;
  4. a mother of many children has the right to receive a pension from the age of fifty;
  5. flexible work schedule;
  6. parents of large children can count on free education in those areas that are currently in demand in the labor market in a particular region.

How can an applicant take advantage of it?

There are no specific criteria for classifying a family as having many children. As a rule, each region sets its own criteria.

A diploma of higher education is a guarantee of getting a profitable job and creative realization. Unfortunately, there is a lot of competition for many professions. Legal preferences help some categories of citizens to become students.

Let's analyze what benefits the legislator has allocated for large families upon admission. Does the concept of large families exist at the federal level? How to take advantage of admission privileges.

Admissions committees work strictly within the framework of the internal documents of the educational institution. These are published on the basis of federal and regional laws. The general rules are:

Legislation

The methodology for organizing the admission of applicants for state-funded places is described in Law No. 273-FZ of December 29, 2012. Article 71 regulates the provision of benefits to applicants upon admission. There are different types. So, depending on the category, young people can apply for the following concessions:

  • admission to the first year without passing entrance tests (out of competition);
  • enrollment within the preferential quota subject to successful completion of the tests;
  • benefits when issuing a student card;
  • admission to the students of the preparatory department on a budgetary basis;
  • other, determined by local regulations.

Out of the competition, young people who have proven themselves at school can become students. This preference is due to:

  • winners of All-Russian Olympiads (if the application is submitted for a profile specialty);
  • participants of international competitions as part of the Russian team;
  • winners of the Olympic and Paralympic Games, international championships (only in the specialty related to sports).

Who gets quotas

The categories of applicants for whom budget places are quota are listed in subparagraph 7 of Article 71. They are as follows:

  • children deprived of parental care, including orphans;
  • disabled people;
  • young people under 20 years of age, brought up by a single parent with a disability of the first group, provided that the family receives income that does not exceed the subsistence level in the region of residence;
  • Chernobyl victims;
  • offspring:
    • military, police, prosecutors and other law enforcement officers who died in the line of duty or died due to injuries, injuries, illnesses;
    • Heroes of the USSR, RF, full cavaliers of the Order of Glory;
  • contract servicemen who have served for at least three years;
  • demobilized conscripts, subject to the recommendation of the authorities for admission;
  • participants, disabled and combat veterans.

Attention: the law does not directly mention admission privileges for large families.

The official definition of a large family

Finding out the presence or absence of privileges should be continued by disclosing the privileged status itself. The fact is that federal legislation does not contain such. The concept of a large family is traditionally used in Russia. In addition, people are sure that these include cells of society with three or more offspring.

However, the legal status is approved only in regional laws. Indeed, most regions recognize a large family in which three or more minors are brought up:

However, the rules are not the same everywhere. For example, in the Moscow region, the status is granted to parents raising three children under 16 years of age. If the offspring are trained, then boys and girls up to the age of majority are taken into account. And in Udmurtia, the age criteria are higher. To obtain the status of having many children, it is necessary to raise three or more offspring until adulthood. If a boy or girl studies full-time, then the threshold is shifted to 23 years.

Important: certain preferences for people from large families, including those for admission to universities, are provided for within the framework of regional laws. They apply only to residents of a particular subject of the federation.

Is it possible for large families to enter the quota

Federal legislation did not provide for benefits for children who were raised by parents with many children. However, the article lists other categories. In order to be guaranteed admission to a university, you need to do the following:

  • organize the child's occupation so that his talents are revealed at an early age;
  • do not interfere with the participation of the offspring in competitions and olympiads;
  • constantly stimulate your son or daughter to get high results.

The described methodology will provide an opportunity for out-of-competition enrollment even in the most prestigious institution. It all depends on the parents and the chosen educational approach. In addition, preferences are provided for other categories. A native of a large family, along with other beneficiaries, can apply for a budget place if:

  • serve in the army for military service or under a contract (at least three years);
  • has the status of a Chernobyl (equivalent);
  • in other situations listed in the law.

Regional preferences

Local authorities establish various privileges for parents with many children and their offspring. The main ones include the following:

  • funding for meals in schools and mid-career vocational institutions;
  • free provision of textbooks;
  • privilege for the use of transport routes (depending on the region):
    • citywide;
    • suburban;
  • compensation for travel expenses to the place of study and back (once a year);
  • organization of recreational activities in the summer without charging a fee (only for schoolchildren);
  • providing discounts for the purchase of tickets to cultural institutions.

For information: mothers who have raised more than five children under eight years of age are entitled to early retirement.

There are a number of other privileges for citizens raising a large number of children. However, the right to preferential enrollment in the first year of the university is not among them yet. Parents should take care of the future of their sons and daughters on their own.

Conclusion

The Russian legislation lists the categories of applicants who are entitled to preferences for admission:

  • out-of-competition admission to the course;

Benefits for large families in 2018: what are they?

Families with three or more children are helped by the government of the Russian Federation in every possible way.

Benefits and surcharges are provided both at the federal and regional levels.

The family can receive assistance in the form of cash payments, as well as in the form of social assistance, free travel, and so on.

What benefits are provided for large families in 2018?

According to the Decree of the President, the concept of a large family in each region of the executive branch remains at its discretion.

A family with three children is not always assigned the status of a large family.

In some areas, three children in a family is a rarity, while in another area it is the norm.. Therefore, the concept of a large family in each region is different.

To understand whether a family belongs to a large family, you need to contact the local administration or the department of social protection of the population at the place of residence with this issue.

The smallest percentage of family units with more than 5 children is concentrated in the following regions: Moscow, Khanty-Mansiysk autonomous region, Kamchatka region.

The largest percentage of families with more than 5 children is registered in Ingushetia, the Chechen Republic, and the Yamalo-Nenets Autonomous Okrug.

The concept of a large family, depending on the region of the Russian Federation:

  • Families with three or more children are recognized as having many children in Arkhangelsk, Pskov, Vologda, Murmansk, Bryansk, Moscow, Smolensk, Tver, Yaroslavl, Kostroma, Voronezh, Belgorod, Kursk, Lipetsk, Orel, Tambov, Amur, Saratov, Rostov, Ulyanovsk, Novosibirsk , Omsk, Ivanovo, Sverdlovsk, as well as in the Altai, Krasnodar, Khabarovsk, Novosibirsk regions, in the autonomous districts of Khanty-Mansiysk, Komi-Permyatsky, in the Republic of Tatarstan, Khakassia, etc.
  • Families with four or more children are recognized as having many children in the following regions: Mari El, Chuvashia, Ingushetia (5 or more children), Tuva, Sakhalin, Vladimir regions, Chita region (5 or more children), Krasnoyarsk region(5 children).
  • What benefits are provided to all large families in Russia?

    According to Decree of the President of the Russian Federation No. 431, large families in all regions and cities of the Russian Federation are entitled to the following benefits:

  • 30% discount on utility bills;
  • getting free medicines (by prescription only) for children under 6 years of age;
  • free travel in public transport;
  • privileges for admission to kindergarten (out of turn);
  • free feeding of children at school;
  • issuance of school and sports uniforms;
  • free tickets for cultural events: a trip to the zoo, an exhibition, a museum (a free ticket is given once a month).
  • The government of the Russian Federation also helps families with many children by providing them with financial assistance or a loan, without interest, for the development of a farm, exempts entrepreneurial parents from paying certain fees, and provides various interest-free loans for the purchase of building materials or building a house.

    These were federal benefits for large families. But there are also regional benefits, the number and nature of which are established by local authorities.

    So, in Moscow for large families in 2018, various benefits and material payments are provided.:

  • monthly compensation payments to a large family due to the rising cost of living. So, a family with 3-4 children can count on 1,200 rubles a month. In the family where 5 or more children are brought up, this amount is increased to 1,500 rubles;
  • monthly compensation payments for the purchase of goods for children. In this case, we are talking about families in which 5 children and more are brought up. Then the family is entitled to a monthly compensation of 1,800 rubles;
  • reimbursement of payment for utilities - 1044 rubles (for 3-4 children), 2088 rubles (for 5 children or more);
  • on International Day of Families, Moscow authorities pay large families with 10 or more children 20,000 rubles in aid;
  • payments for Knowledge Day (30 thousand rubles);
  • compensation payments for using the telephone - 250 rubles;
  • free access to sports sections, circles.
  • In St. Petersburg:

    • the possibility of obtaining a certificate for the purchase of an apartment;
    • additional discount on utilities;
    • issuance of a land plot from 0.15 ha;
    • provision of a passenger minibus (if the family has 7 children or more).

    In the Samara region:

  • financial assistance (Easter payment, cash allowance to parents who are full-time students, additional maternity capital in the amount of 100 thousand rubles, monthly cash allowance for each child upon reaching the age of 3 years);
  • free receipt of a plot of land for farming or for building a house;
  • exemption from paying property tax;
  • the possibility of free retraining and advanced training for parents from a large family.
  • In the Tula region:

    • financial assistance - one-time assistance for the purchase of an apartment (provided that the family has a disabled child), a monthly payment for each minor child (1,500 rubles);
    • assistance for the construction or purchase of housing (subject to the simultaneous birth of three or more children);
    • free parking;
    • allocation of land (12-15 acres) for ownership.

    In the Sverdlovsk region:

    • subsidy for the purchase of housing - 30% of the cost, if there are three children; 40% - 4 children; 50% - when there are more than 4 children;
    • exemption from car tax;
    • provision of free land for farming.

    According to Federal Law No. 400-FZ “On Insurance Pensions”, mothers with many children who:

  • Have given birth to at least five children, bring them up to the age of 8 years. At the same time, they have insurance experience of at least 15 years, and the value of their individual pension coefficient is at least 30 points.
  • They gave birth to two or more children, have insurance experience of 20 years, while 12 years of which women worked in the Far North. In this case, the value of the individual pension coefficient must be at least 30 points.
  • The pension legislation of the Russian Federation establishes that women (not mothers of many children) retire at 55.

    With an early insurance pension, women with many children retire 5 years earlier, that is, at the age of 50, subject to the above conditions.

    Fathers with many children do not have the right to retire early. This benefit is for mothers only.

    In case of early retirement of a mother of many children, you need to know the following nuances:

  • She will not have the right to early retirement if she has not had time to raise at least one of the five children under the age of eight.
  • If a woman was deprived of parental rights, then it is not taken into account when assigning an early pension. But if the court decided to deprive a woman of parental rights in relation to one or more children after the appointment of an early insurance pension, then the state no longer has the right to stop payment.
  • When assigning an early pension, not only children born from the mother, but also adopted children are taken into account. The main thing is that in the birth certificate of the child in the column "Mother" the data of the woman should be indicated.
  • If the family has children from different parents, then a woman may be granted an early pension for raising stepdaughters or stepchildren if she officially adopts such children.
  • According to Decree of the President of the Russian Federation No. 431 dated 05/05/1992 (as amended on 02/25/2003), families with many children have the right to receive travel benefits:

  • for schoolchildren - free travel on intracity transport - trolleybus, metro, bus, tram;
  • for children aged 16-18 there is a discount on travel in the amount of 30-50%;
  • parents of a large family are entitled to a 30% discount on travel, provided that the mother (father) will accompany the minor child (children);
  • For a family with many children, the state compensates for travel expenses to a sanatorium or other medical institution.
  • Are there any benefits for large families on railway tickets? Yes, but we are not talking about benefits, but about compensation for the funds spent on the road.

    At the same time, parents will receive compensation only if they travel by train for treatment or recreation, if this trip is legal and supported by relevant documentation (there is a ticket to the sanatorium, checks).

    Also, when traveling by rail, you need to keep in mind that:

    • children under 5 travel free of charge;
    • children 5-10 years old travel with a 50% discount.

    There are also tacit benefits for families with many children.. So, experienced cashiers when issuing tickets for large family make concessions to them, replacing places, freeing shelves.

    The procedure for the admission of children from a large family in 2018 is carried out on a general basis. No benefits for admission to a university for this category of the population are provided by the legislation of the Russian Federation.

    However, there are local authorities who themselves can establish some benefits for such children. Also, the local administration of the higher educational institution itself can issue orders, which will reflect various benefits.

    Therefore, before entering a particular university, it is better for parents of a child from a large family to consult with the administration of the university where the child is going to enter.

    You need to talk to the person in charge regarding any benefits for admission to the institute.

    Perhaps the university administration will consider the issue of admission of children from large families, issue an appropriate regulatory document, according to which such a child will receive benefits, for example:

    • he will need to score fewer points for admission, unlike applicants entering on a general basis;
    • he may have the opportunity to study on a budget, regardless of the results of the exams.

    College Admission Benefits for Large Families

    At the federal level, there are no benefits for the admission of a child from a large family to college. However, the issue of benefits can be decided at the level of the college itself.

    Therefore, before entering one or another institution, it is necessary to find out information about possible benefits for children from a large family.

    To do this, you can go to the college website and see the conditions for admission, as well as benefits.

    Or parents should come to the college and ask the administration of the educational institution what benefits this year are laid down in the regulations of the college.

    A family that has the status of a large family can now count on a preferential purchase of a car. This is a 10% discount on the value of the vehicle.

    At the same time, the family has the right to count on such a discount only if it buys a car for the first time.

    The concessional loan program for a large family has some nuances:

    • benefits for the purchase of a car have a large family that purchases a car of domestic production or a foreign car made in Russia;
    • the cost of the car should not exceed 1 million 450 thousand rubles.

    Since the standard mortgage rate is quite high - about 13%, and, of course, a 1-room apartment is not an option for a large family, then purchasing spacious housing for a family with three or more children is unrealistic.

    To make the process of acquiring an apartment or house more accessible for a large family, the following benefits are provided at the level of local governments, as well as the banks themselves:

  • interest rate reduction;
  • compensatory mortgage payments by the state;
  • a longer mortgage repayment period (not 30, but 50 years);
  • reduction of the interest rate on the down payment (10-30%).
  • In addition, at the regional level, the authorities provide additional benefits for families with many children:

    1. AT Krasnodar Territory Families with many children are provided real assistance by allocating funds from the budget to pay off 75% of the loan rate (provided that the family has 4 or more children).
    2. In the Novosibirsk region, a large family, which has been assigned the status of the poor, is allocated 100,000 rubles of assistance from the local treasury.
    3. In Udmurtia, local authorities offer attractive housing lending conditions: 10% down payment, 5% interest rate, subsidies in the amount of 200,000 rubles to pay off the loan at the birth of a third child.

    Since the birth of a third child entails establishing the status of a large family, additional monthly payments are provided for the third child in some regions of the Russian Federation.

    Payments are provided in the following subjects of the Russian Federation: in Khabarovsk, Stavropol, Primorsky, Perm, Altai, Krasnodar, Krasnoyarsk Territories, as well as in Arkhangelsk, Kaluga, Vologda, Kaliningrad, Kostroma, Kirov, Voronezh, Kursk, Kemerovo, Lipetsk, Murmansk, Magadan , Novgorod, Nizhny Novgorod, Saratov, Irkutsk, Omsk, Tyumen, Chelyabinsk regions, as well as in the Crimea and the Republic of Bashkortostan.

    Such payments are provided not by chance, but to improve the demographic situation in the country, to support families with children.

    In 2018, the government of the Russian Federation continues to support large families by providing them with assistance at the federal and regional levels.

    Assistance in buying housing, cars, financial assistance, allocation of free plots of land, free transport and many other privileges that give a large family the right to a decent and comfortable life.

    Do children from large families need state assistance when entering a university?

    Large families with three or more children need protection and support from the state, but, unfortunately, they do not receive due attention, but simply remain on the sidelines.

    The state stopped paying attention to this category of citizens, the reasons for this are unknown, perhaps because a large family has ceased to be a rarity, or maybe for other reasons. In any case, these children deserve attention and support, because usually such families have very limited financial opportunities.

    Dear readers! Our articles talk about typical ways to resolve legal issues, but each case is unique.

    general information

    In order for a child to be able to enter a university, there are general rules that should be followed for successful admission.

    What to collect?

    This also includes a document on primary vocational education.

    Next at least important rule is surrender of a single state exam on those subjects that are directly needed in your chosen field.

    And the final rule is to provide the necessary documents in admission committee University, which begins its work on the 20th of June. To the required documents include the following:

    1. Application for admission with your signature.
    2. Passport of a citizen of the Russian Federation and its copy.
    3. A document confirming the existence of a state education.

    According to the legislation of the Russian Federation, families with many children can include those families in which there are from three children who have not reached their majority.

    Such families should have a certain range of benefits.

    But if one child has already reached the age of majority, then the status of a large family is automatically removed, and with it the benefits that were previously provided to the family disappear.

    But in the case of an adult child studying at a higher educational institution, the benefits will not be removed, and the status will also remain, until the child turns 23.

    Large families have some benefits that are regulated by federal laws. These benefits, for example, relate to some points related to education. For example, parents from a large family receive an annual amount of money for some expenses related to children such as buying a school uniform.

    Also, such children receive free meals at school, they are provided with land plots for the further construction of a dwelling.

    Children living in a large family the right to use public transport for free.

    Such families do not receive much assistance from local authorities, it is possible to organize recreation for children or solve the issue of providing housing but this is in very rare cases.

    In this regard, a large family has a great advantage over other families, they do not wait until their turn comes up. There are no problems when entering school., the child is taken to where he belongs at the place of residence, without any kind of trouble.

    But what about the admission of children from large families to a university, because the law on supporting such children does not say anything about admission?

    There are benefits only for certain categories of children.

    What are the benefits for children? at the time of admission to higher education:

    • children can be enrolled in the walls of the university without a competitive basis. But this will happen when they are winners of various kinds of Olympiads;
    • children have some advantage in admission over other children when their parents are participants in military actions or "Chernobyl victims";
    • children are enrolled in higher institutions according to the quota, then only if they are disabled or orphans.

    Unfortunately, none of these benefits are suitable for children from large families.

    And benefits for a specific category of children from such families does not exist They, of course, will be able to have an advantage in admission, but for this they will need to be winners of olympiads, children of war veterans or disabled people and orphans.

    But as a benefit for children from large families, the advantage of transferring to a budgetary basis can be considered if the results learning activities are positive.

    Children from families considered to have many children are not supported by any laws regarding assistance and benefits.

    For them not there are also quotas which could be of considerable help in a higher educational institution.

    Long time ago in 1999 a law was drawn up to this category of children had social support in the face of the state, but due to the non-signing of this law by the president, it never entered into force.

    But there were such provisions that could provide all large families with very good benefits. For example, there contained benefits relating directly to education and admission to the university:

    • they would provide for a quota equal to 20 percent of the number of places of a budgetary nature intended for such children;
    • children from large families would receive monetary compensation for tuition at a university, which would be equal to 50 percent of the cost of education.

    These benefits and quotas would be great to help children from large families get a higher education, but, unfortunately, the law was never adopted. That's why at the moment, this category of children does not have any advantages over others.

    And for the same reason, a child from a family with many children will not be able to get a higher education, simply not having the financial ability to do so.

    For some reason, the state refuses to support this category of citizens, and it is not known whether assistance will be provided to children from large families in the future, or whether they will also remain unnoticed by the authorities.

    As for the benefits for children from large families from the regional authorities, some help still exists.

    For example, in some regions, a quota is practiced for these children when entering a university.

    There are also several preferential bases for these children. who are already studying at a higher education institution, they receive a small compensation for meals at the university, for travel and for the purchase of clothes.

    Children from large families need to be supported in everything, to help them in their studies, in the implementation of plans, but, unfortunately, the state has ceased to pay attention to this category of citizens. But a child growing up in such a family strives to be an example to his brothers and sisters, wants to enter a university, get a good education, find a decent job in order to prove to himself and his family that he is worth something.

    But due to the lack of support from the state, all plans can be destroyed in one second. Usually in such families there is no money for expensive education in higher educational institutions, and the child simply loses his dream.

    Benefits for applicants to universities

    Are there any benefits for large families when entering a university?

    The legislation establishes that after the children reach the age of majority, the status of a large family is removed, therefore, all benefits disappear.

    But if the child is studying at a university, then the status will not be removed until he is 23 years old.

    Some federal benefits for large families also apply to the education of their children. For example, parents each year receive a certain amount of money to buy school uniforms or school supplies (notebooks, albums, etc.).

    In addition, children from such families have the right to free meals in schools or kindergartens, and can use public transport free of charge.

    Such families receive much less assistance from local authorities. Often everything is limited to the possibility of organizing a vacation for children or providing housing, but this happens extremely rarely and only in exceptional cases.

    Families with many children do not need to queue for enrollment in kindergarten

    Children from large families are accepted without problems to schools at their place of residence, they are not required to enroll in a queue for a kindergarten, but there are no special instructions in the legislation regarding admission to a university. Here you can use only general legislative norms that relate to different preferential categories.

    During admission to the university, children can receive the following benefits:

    1. winners of Olympiads of various levels can be enrolled in a higher educational institution out of competition;
    2. priority is given to children of "Chernobyl victims" or participants in hostilities;
    3. there is a quota for disabled children or orphans.

    Children from large families do not fall into any of these categories. There are no specific benefits for them in the legislation.

    This norm is not spelled out in any legislative act, but many universities include it in their documentation.

    Who can apply?

    In different regions, the concept of a large family may differ slightly

    Today, the main document that regulates the issue of assigning the status of a large family is the Decree of the President of the Russian Federation "On measures of social support for large families."

    It states that each region should independently determine the criteria for granting this status and the number of benefits granted to such families.

    The procedure for financing regional programs is developed by the Ministry of Finance. This is due to the fact that families with different numbers of children can be considered large families in different regions.

    For example, in some regions, three or more children is a rarity, while in others it is the norm. Therefore, in different parts of the country, the criteria for having many children can be completely different.

    Since 2009, in Moscow and the Moscow Region, only those families in which the youngest child has not yet turned 16 are considered large families. If he studies at an educational institution, then this limit increases to 18 years.

    Things are quite different in the Republic of Udmurtia. There, only those families where there are 3 or more children under 18 are considered large. If they study at a university, then this period increases to 23 years.

    As you can see, in a certain region of the Russian Federation, their own criteria for assigning the status of a large family apply.

    Therefore, before applying for benefits in certain bodies, it is necessary to find out ahead of time about the criteria in force there.

    Quotas for large families in universities

    Benefits for admission to a university are regulated in each educational institution independently

    The educational legislation of the Russian Federation obliges each university to allocate quotas for admission to certain categories of citizens. This norm should be regulated by the internal normative documents of the higher education institution.

    • children from large families;
    • single mothers with three or more children.

    They get some advantages over other applicants. Their number and value is determined by the internal documentation of the university and cannot be established at the federal level.

    Regional benefits

    Benefits for admission to the university and other benefits are regulated at the regional level

    If it is impossible to find clear instructions in the Federal legislation regarding the provision of benefits when children from large families enter the university, then this may well be compensated by regional legislation, which is adopted at the local level.

    In some regions, a quota for admission to a university for such applicants may be set, or other quotas are provided that cover part of the cost of food, clothing, etc., and although this is not very much money, it is still a considerable addition to the scholarship.

    Students from large families are eligible for the following benefits:

    1. on transport tax;
    2. to receive land for use free of charge;
    3. receiving payments for the third and other children under 3 years old (at the level of the regional subsistence level);
    4. receiving a pension for a mother with many children from the age of 50;
    5. flexible work schedule;
    6. parental education on a free basis in those areas that are in demand in a particular region.

    Where to apply?

    For registration of documents, you must contact the local authorized body.

    The process of obtaining benefits for large families is regulated by the law. To get them, please contact:

    • to the authorized body under the local administration;
    • to a multifunctional center, if there is one within the city or district.

    But before applying, you should find out about the list of required documents. To obtain them, you will need to visit the following institutions:

    1. an organization that deals with the registration of the civilian population;
    2. Center for Social Protection of Citizens;
    3. place of work of parents;
    4. to the labor exchange, if there is no official place of work;
    5. at the BTI to obtain a document on the cohabitation of children and parents.

    There is no specific procedure for applying for benefits that is suitable for each region of the country, since they are determined at the local level and can be different everywhere.

    If any difficulties arise in the process, then it is imperative to seek help from the social protection authorities. Here citizens can get all the necessary consultations and advice. Also, the employees of this body are obliged to provide legal assistance to the unprotected layer of the population.

    Special attention can be paid to benefits for studying at a university for single mothers with many children. They get much more because of the status of a single mother.

    If the rights of a single mother with many children are violated, then she can apply to one of the following bodies:

    • to the department of social protection of the population under the local administration;
    • to the local branch of the court;
    • to the prosecutor's office.

    It all depends on the severity of the issue. If it is not possible to solve it through the social service, then in order to protect your rights, you should apply to the court or the prosecutor's office. These bodies (especially the court) have a lot of leverage on the relevant authorities, which helps them to resolve almost any issue.

    Benefits for mothers with many children

    What are the criteria for determining a mother of many children?

    There may be a lot of nuances that are associated with the assignment of such a category. To obtain this status, the following criteria must be met:

    1. After the birth of the child, the woman received the status of mother, but the paternity of the other parent is not determined, and the woman was not married before the birth.
    2. The child was born after 300 days from the date of dissolution of the marriage, and the ex-husband proved that he is not the father of the child.
    3. An unmarried woman adopted a child.

    But there are some circumstances in which a mother raising a child on her own cannot be considered a single mother:

    1. If the family is incomplete, but the paternity of the other parent is established.
    2. If the child was born within 300 days after the dissolution of the marriage or the death of the father, then the ex-husband is automatically recognized as his legal father.
    3. If the child was born to an unmarried woman, but paternity has been established.

    As in the case of children from large families, a single mother with many children cannot count on special benefits when entering a university, but she is provided with a certain number of social benefits during her studies.

    In the following video you will learn about benefits for large families:

    Benefits that are provided to large families when entering a university

    Parents with a large number of children are interested in the question of whether there are benefits for large families when entering a state university in 2018.

    Higher education institutions

    If you turn to Russian legislation, you will notice that it does not help children from large families to enter higher educational institutions. Yes, in general, when entering state educational institutions, children have benefits, but only on a general basis, and not for the reason that they are from a large family:

    • Applicants whose parents were combatants have a slight advantage in admission. However, there is a very small percentage of such applicants.
    • Benefits for admission to a university are provided to disabled people and orphans.
    • Children from large families can count on benefits only if they are winners of various regional and all-Russian Olympiads. If they do not have such merits, then they will enter universities on a general basis.

    Benefits for children from large families upon admission are not provided, as described above. It is worth noting that as far back as 1999, a proposal was put forward to significantly simplify the life of large families if teenagers decided to get a higher education. However, these proposals never entered into force, as they were not signed by the presidents. If things had gone differently, then such children could expect:

    • For budget places. 20% of the total number of places in the educational institution would be allocated for such children. These are not quite the benefits for large families upon admission, which many count on, but a lot of children can count on free education.
    • 50% of the tuition fees could be refunded.

    Of course, applicants would not have any advantages in admission, and enrollment would be made on a general basis, but the main problem of many large families is precisely the lack of funds. That is why many children are forced to refuse education or go to colleges and schools.

    Other benefits and privileges

    I am very pleased that the state provides families with many children with other benefits, which, at times, make their lives much easier:

    • Kids are taken to state kindergartens and children's camps out of the general queue. This is very important when there are many small children in the family, especially since the queues for some kindergartens must be taken several years in advance.
    • Free meals are provided in school canteens. Of course, usually such food costs quite a bit, but for a family with several children studying at once, this can result in a fairly serious amount.
    • The state is ready to reimburse 30% of utility costs. If a family has its own housing, then a lot of money is spent on paying for heating, water and light, so such assistance is important. If there are more than five children in the family, then not 30%, but 50% is reimbursed. However, this nuance depends on the specific region, because the benefits in different subjects of the federation may differ.
    • Children can travel completely free of charge on public transport. If you live in a big city, then you know what amounts are accumulated at the end of the month with daily trips. Sometimes children have to get to school by bus or trolleybus. Expenses increase if the kids then still attend art schools, which are located in other parts of the city.
    • A large family can get a discount when buying their own home. They are also provided with mortgages at a lower interest rate.
    • Children under the age of six are given free medicines that have been prescribed by a doctor.
    • Every year a certain amount of money is given to buy clothes and other necessary things. The amount of payments depends on the region in which the family lives.

    Do not forget that in order to receive all benefits, you must first confirm that you have many children. To do this, you will need to apply to the social protection of your place of residence. There you can also find out what documents you need to prepare to obtain a certificate, and whether it is required to renew the status received annually (this is required in some regions of Russia). You can get a license without special problems. Difficulties can arise only if the family is dysfunctional.

    The certificate is issued to families that have three or more minor children. If children study at technical schools or universities, then the age increases to 23 years. The certificate is valid until the youngest child turns 18.

    Do not forget that a large family can count on benefits that are provided to the family, regardless of their category. For example, working moms with very young children have many benefits at work that are best known and demanded from superiors. For example, if your child is under five years old, then you cannot be forced to work overtime or take night shifts. If you are a mother of many children, then you will have labor benefits for a longer time - additional leave, the opportunity to get a part-time job, the opportunity to refuse business trips. You should better study the labor code in order to enjoy all the privileges. If the authorities refuse you, then it violates the law, which means that you can go to court, where you will win it in 100% of cases.
