Such exceptions are provided for in article 25 of the law on conscription for military service:

From May 1 to July 15, as well as from November 1 to December 31, residents of the Far North and areas equivalent to it are drafted into the army. Thus, the spring and autumn drafts in these subjects start a month later than in other regions, but end at the same time with them.
From October 15 to December 31, there is an autumn conscription campaign in rural areas, in the event that conscripts are working on harvesting. In this case, the postponed conscription dates apply exclusively to autumn, when the conscription begins two weeks later than usual.
From May 1 to July 15, young teachers are called up for service - there is no autumn call-up for teachers liable for military service at all, and the spring one begins for this category a month later than the others.

These are all exceptions provided by law. All other categories of recruits are required to appear at the military commissariat for the passage of all prescribed recruiting activities on general dates.

Although one can often hear proposals to increase the draft age in Russia, in 2018 the legislation did not undergo any changes in this regard. Citizens aged 18-27 still fall under the draft.

A citizen has the right to be called up for service only after the age of 18 and do not have the right to be sent to the army if he is already 27 years old.

Proposals for raising the draft age are not uncommon, but this moment are nothing but a certain informational noise, followed by something concrete.

At the moment they are not obliged, but such a law seems to be finally adopted quite soon.

The essence of the law, which is being considered by the State Duma and has already begun its movement through the instances laid down for approval, is as follows: citizens of military age will be obliged to appear at the military registration and enlistment office on their own, even without a signature in receiving the agenda.

This rule will work like this:

Another conscription campaign begins in Russia, and a young man aged 18-27, who has not resolved issues with his conscription, is waiting for a summons.
The call is coming to an end, but the citizen did not receive the summons for some reason.
Before the start of the next draft, such a young man must himself appear at the military commissariat for a summons.

For example, if this law is adopted this year, then young men who have not received a summons for the autumn draft campaign will be required to appear at the military commissariat in January-March 2019 and receive a summons as part of the spring draft. Who is not subject to conscription in the Armed Forces of the Russian Federation

A parent raising a disabled child who is under three years of age;

Parent of one child whose wife is 26 weeks pregnant or more;

Medical documents issued in accordance with the "Schedule of Diseases" give grounds to receive a military ID with category B: "exemption from the army in peacetime."
