Evlanov mayor. The mayor of Evlanov leaves Krasnodar in a pre-bankrupt state - a State Duma deputy from the Communist Party. The mayor will pull "United Russia"

A few months before leaving the post of head of Krasnodar, Vladimir Evlanov deprived the city of 33.7 hectares of land worth more than 1.3 billion rubles.

Documents confirming this were at the disposal of Golos Kuban.

Due to bureaucratic delays in the administration of Krasnodar, Sergei Atmozhyan and Shagokat Stepanyan received 33.7 hectares of urban land, the cadastral value of which exceeds 1.3 billion rubles, as compensation for damage by a court decision.

Yevlanov agreed with this decision and deprived the city administration of the opportunity to appeal this decision.

In March 2016, two individuals, Sergey Atmozhyan and Shagokat Stepanyan, who are tenants of three land plots in Krasnodar, filed a lawsuit against the city administration. In court, the tenants asked to declare illegal the actions of the administration of Krasnodar in the failure to provide acts of reconciliation of settlements under lease agreements. Atmogyan and Stepanyan claim that because of this they could not use the leased plots for their intended purpose. City officials for more than 5 months could not provide formal documents, in connection with this, the court took the side of the tenants.

After that, Atmogyan and Stepanyan decided to demand from the administration, as compensation for the damage, to transfer to their ownership a plot of more than 33 hectares at the address of st. Voronezhskaya 59, the cadastral value of the site exceeds 1.3 billion rubles. The court granted their demands.

To clarify, Stepanyan rented 2 plots from the city in February 2012 at 138 and 140 Sormovskaya St., the size of the plots is 9.59 and 9.99 acres.

The total cadastral value of the two plots is 5.99 million rubles. Shops were to be built on the plots. Atmogyan received his plot of land for rent at the end of 2010 at the address of st. School 17/7. A plot of 18.27 acres was rented to accommodate garages. The cadastral value of the site is 32.39 million rubles.

Thus, as compensation for the inability to use the leased plots, entrepreneurs already receive ownership of the plot, the cost of which is more than 30 times higher than the cost of the leased plots, and the size - more than 80 times!

It could be attributed to a miscarriage of justice. And the city administration did not agree with this decision, its representative filed an appeal to the regional court.

Kuban Governor Veniamin Kondratyev is promoting the candidacy of a young official who has established the legalization of self-construction in Krasnodar

On November 9, the City Duma of Krasnodar agreed on the appointment to the post of First Deputy Head municipality city of Krasnodar Evgeny Pervyshova. An official who has worked in Moscow for less than a year returns to the mayor's office of the capital of the South of Russia as a protégé of Governor Kondratiev. While officials are trying to convince the townspeople that “the governor will never recommend a person without the necessary experience for such a responsible position”, and political scientists shrugging their shoulders declare that Pervyshov’s candidacy “became a compromise”, Krasnodar residents themselves, who were not trusted with the choice of the mayor, recall that as the main fighter against self-building in Krasnodar, “exemplarily carried out the demolition of even those buildings that could not have been demolished, but did not notice others that were built with a full range of violations.”

Nobody needs Krasnodar?

“I decided on my candidate for the post of head of Krasnodar. Evgeny Pervyshov is a native citizen who has successfully proved himself in various fields»- The statement of the Krasnodar Governor Veniamin Kondratyev published on Twitter on November 1 became, as they say, a bolt from the blue for both the regional elites and Krasnodar residents.

Pervyshov in the city, of course, they know: for last years he labored here in various commanding positions, but everywhere for a short time. But although the official went to work in Moscow from the post of vice-mayor of the city, his candidacy has never been considered by experts among the candidates for the post of mayor since the news of the departure of the former head Vladimir Evlanov became known.

The post of head of Krasnodar became vacant after the Duma elections on September 18, when Vladimir Evlanov, who had headed the city since 2004, resigned ahead of schedule due to his victory in a single-mandate constituency. The media reported that such an extraordinary act - officials rarely change their high position for parliamentary immunity, was preceded by several sharp public speaking Veniamin Kondratiev, who criticized the city authorities for mistakes in the development of the city, primarily associated with chaotic buildings and unauthorized construction.

At first, observers named the head of the Dinsky district, a fellow-countryman of the governor Sergei Zhilenko, as the leader of the race for the mayor's chair. When the regional prosecutor's office opened a criminal case against Zhilenko, the head of the region was still trying to defend him, stating: "I believe that Sergei Viktorovich was always guided by the interests of only the region, the interests of the inhabitants of the region, and I hope that there is no crime in his actions."

Seeing the fate of the previous favorite, Alexander Mikheev, First Deputy Mayor of the city, did not rush to apply for a competition for the position of head of Krasnodar. And this is despite the fact that it was on the recommendation of the governor that Mikheev was appointed acting. the head of the city, and local political scientists predicted good chances for him to become a full-fledged mayor.

When almost a month had passed since the announcement of the competition for the selection of candidates for Krasnodar mayor, rumors spread around the city that there were simply no people who wanted to be the mayor of Krasnodar. Like, no one needs a city with a debt of 140 billion rubles. Therefore, the unexpected appearance of Pervyshov was greeted by the media with a sigh of relief: "at least someone wanted to become the mayor of Krasnodar."

Although there are rumors that everything is not so simple, and before Veniamin Kondratiev met with a potential candidate and announced on November 1 about his creature for the post of mayor, a certain messenger from Moscow came to see him. They say that initially the Kremlin approved a different candidate, but then it turned out that "the feds have their own jokers." And they say that the assistant to one of the Deputy Prime Ministers, who turned out to be even more convincing than the Kremlin, became such a “wild card”.

“What difference does it make who the city chooses to finish off?”

In principle, the townspeople, excommunicated from the choice of the mayor, nevertheless, with interest began to discuss the only candidate so far (or maybe even in general). The most interesting thing was that Pervyshov was divorced, having three dependent children. “Not married, raising three children,” the Internet quoted lines from the official biography of the official. "What is it like?" “This is to not file a declaration for the spouse ... The wife is most likely a very successful businessman,” the more knowledgeable enlightened.

“In 2012 - when she was last in his declaration - she earned 8 times more than her husband, more than 9 million rubles. Since then, the wife has disappeared from the declaration, but the children appear there from somewhere new :)) True, in 2012, an apartment of 76.6 sq.m, a parking space and two Nissan Teana cars, which were present in the declaration for 2011, disappeared from the family’s declaration. , the wife sold what she had before marriage. In 2011, their incomes were about the same, less than 900 thousand per nose, ”those who, apparently, were too lazy to study the ins and outs of the future mayor, were ironic.

And after all, which is curious, Pervyshov's wife really had a business in the Kuban. Evgeny Pervyshov reportedly divorced her in 2013.

But what is even more interesting, in 2012, when observers noted an eight-fold increase in his wife's income, Pervyshov first came to a responsible position in the mayor's office of Krasnodar, becoming first deputy, and then head of the municipal control of the city. It was in this position that he led the "crusade" of the city authorities against unauthorized construction. At the same time, spiteful critics note that the future mayor “In the Evlanovsky municipal control department, he defended the interests of all Armenians who “soiled” half of Krasnodar with self-construction, portraying a “struggle” and mastering the budget loot on municipal lawyers who “well, they couldn’t.”

Based on this, the inhabitants of Krasnodar do not really believe that Pervyshov can become a good mayor. Yes, and experts note that all appointments of an official are, rather, some kind of advance payment for the future. Perhaps not a single person in Krasnodar can accept the governor's statement that "Evgeny Pervyshov is" a native citizen who has successfully proved himself in various fields" at face value. Who did Veniamin Kondratiev want to compromise with this statement: himself or Pervyshova?

The official worked as the head of the municipal control of Krasnodar for less than a year. After that, he is transferred to the head of one of the districts of the city for eight months, and then he becomes vice-mayor for two years. But even these two years he did not work completely in one place, since on the eve of the Olympics he was sent to Sochi to supervise the construction of a number of local facilities. It is noteworthy that for his contribution to the preparation and holding of the Olympic Games, Evgeny Pervyshov was awarded in December 2014. commemorative medal. And less than a year later - in November 2015. - unexpectedly for many, he was appointed deputy director of the department for permitting activities and control, head of the department for permitting activities of the Ministry of Construction of Russia. By this time, by the way, all those with whom he had a chance to work on Olympic construction sites had already received promotions a long time ago.

“Pervyshov was taken to Moscow for a good position. However, it was a kind of credit of trust for a person who made a rather quick career in Krasnodar, not lingering very long in each position, ” commented on the rise of Pervyshov one federal official.

But even in Moscow, Evgeny Pervyshov worked for less than a year, and, probably, sensing the possibility of another career growth, he immediately returned home, claiming a new bread place.

Who do samostroy help to live?

Not so long ago, just a month ago, the not very well-known company Yur-Al-Stroy LLC ceased to exist in Krasnodar, the founders of which in November 2008, it seems, were, among others, Evgeny Pervyshov and Alexandra Pervyshova. They were engaged in this company in business and management consulting, as well as market research and public opinion research.

Nothing, in general, remarkable, if you do not take into account the fact that Mr. Pervyshov at that time worked first as deputy director of the Municipal Unitary Enterprise "Park named after the 30th anniversary of the Victory", and from November 18, 2009 to February 24, 2012 he headed the Municipal Unitary Enterprise "Institute Gorkadastrproject ". Well, and then the appointment to the mayor's office followed. That is, it must be assumed that, being a municipal employee, having access to various official information that could be of commercial interest, Evgeny Pervyshov allowed himself some kind of “consulting and market research”, which must have been well paid.

People close to business are well aware that such services can often serve as a banal cover for much more serious transactions, and therefore, obviously, it is no coincidence that the income of Evgeny Pervyshov's wife soared eight times (!) After he was appointed to fight against unauthorized construction.

And it is interesting that since Yevgeny Pervyshov headed this very front in Krasnodar, when the volume of illegal construction, including housing, has increased greatly in the city.

Many blame the former mayor of the city, Vladimir Evlanov, for this, who, either through negligence or for some other reason, refused to defend the interests of the city in the fight against developers. Here, they say, the mayor's office abandoned its complaint in the Krasnodar Regional Court (case No. 33-27524 / 15 on the claim of the administration of Krasnodar for the demolition of unauthorized construction, the appeal ruling of November 19, 2015 was posted on the website of the Krasnodar Regional Court) about the demolition of two unauthorized apartment buildings owned by a private developer Frolov A.A. On another squatter building of the same developer, the court ruled on demolition (case No. 33-23318/15), but four months later, the demolition was not carried out, and the administration seemed to be waiting for the developer to legalize the squatter building through higher courts or otherwise. Another method was also known: the mayor's office, apparently in violation of the law, issued permits for unauthorized construction.

It is only noteworthy that many of these examples refer to the period when Evgeny Pervyshov, the city's main fighter against squatters, worked as vice-mayor for municipal services. And it is to him that ill-wishers attribute the authorship of the scheme for the legalization of illegal construction. It seems that it was his divisions that prepared the documents for the head of the city to make decisions on the refusal to appeal against certain court decisions that recognized unauthorized construction. And it is interesting that many of these decisions were made by the Prikubansky District Court, i.e. in the area of Krasnodar, where Evgeny Pervyshov managed to be the head.

It all looked something like this: having learned in advance that the city intended to seek the demolition of unauthorized construction, developers or residents of already built houses fled to the Prikubansky court and asked to recognize their rights as owners, provided documents of relevant examinations that recognized the buildings as safe. The court satisfied their demands, they went to the mayor's office, which, according to the recommendations prepared by Pervyshov's divisions, refused to appeal the court's decisions to higher instances.

Naturally, the scheme did not work for everyone. And therefore, as Krasnodar residents note, sometimes buildings were demolished, which just should not have been demolished. And, one must assume that consulting services in Krasnodar are expensive, and therefore not everyone agreed to pay for them, and someone might simply not have enough money for the entire service complex.

But here is an interesting statistic of the success of Pervyshov's fight against squatters. After a year of his work in municipal control, by the time of his appointment as deputy head of the city - in February 2013 - “in the capital of the Kuban without documents and a building permit, 117 high-rise buildings and townhouses were built”.After another year and a half of his service, already in the position of vice-mayor, who oversaw the city economy and housing construction - in June 2014 - “287 lawsuits for unauthorized construction have already been filed with the courts, but only 30 for residential buildings».

What happened to the other 87 high-rise buildings and townhouses? Something was really demolished, some turned into a long-term construction, which the city authorities do not allow to build, but for some reason they do not demolish. But the strangest thing is that many samostroy simply dropped out of the repressive list.

The developers themselves say that it was always possible to negotiate with Pervyshov. In other cases, apparently, messengers came from the official who negotiated the cost of the city's relinquishment of all claims. There are testimonies of the developers themselves, who, with the help of, perhaps, the now future mayor, have legalized their construction projects. And is it any wonder now that Pervyshov really did not want to publish growing incomes in his wife's declaration? It was easier to get divorced...

By the way, many cases of demolished houses in the capital of the Kuban are very noteworthy. For example, the city authorities, who carried out almost thousands of inspections, could not help but know about the construction of houses, where apartments are sold much cheaper than the market. According to local media, apartments in such houses sold like hot cakes. Something was even under construction, and then once: and the decision to demolish! If the house had already been occupied, then the budget could allocate money for the demolition and resettlement of residents in a minimum amount. But a logical question arises: who had the millions collected from deceived equity holders left? And why did all the inspectors accountable to Pervyshov so intensely fail to notice some illegal construction?

Some observers believe that the decision to recommend Yevgeny Pervyshov as mayor was forced on the governor. For Kondratiev, the fight against squatters in Krasnodar and the return to him of the normal appearance of a civilized city is a fixed idea. Therefore, the governor would hardly personally want to put in the chair of the city head a man who made his “consulting business” on illegal construction in the city.

Igor Semenov

On March 16, Governor Veniamin Kondratyev, at an open session of the Krasnodar City Duma, announced the need to “move forward”, suggesting that Mayor Vladimir Evlanov leave his post, becoming a candidate for the State Duma. Castling was unexpected, because all contemporary issues and the achievements of Krasnodar are closely connected with the name of the head, who has been leading the city since 2005.

The next mayor will have a hard time - there are no funds in the budget to unravel the tangle of social problems that have been accumulating since the mid-2000s. Meanwhile, political scientists are already naming possible candidates. Among them are the head of the Dinsky district Sergey Zhilenko, the former vice-governor Vladimir Svezhenets, the head of Tuapse Vladimir Lybanev.

– I have to admit, objectively the city needs a reboot… it needs to react more adequately, faster to the situation. Even for such difficult situation like now, - stated the governor of the Krasnodar Territory. The city needs to move forward. Vladimir Lazarevich, the city needs your experience, which has been acquired over decades. I suggest that you run for the State Duma in the Krasnodar single-mandate constituency and make Krasnodar even more beautiful, even more convenient and comfortable to live in.

The head of the city agreed with criticism, promising that in any status he would "help solve the problems" of Krasnodar.

Recall that Yevlanov became mayor of the regional capital in September 2005, after the exemplary dismissal of his predecessor, the communist Nikolai Priz, who became a defendant in a criminal case. Over the course of a decade, Vladimir Lazarevich managed to radically change Krasnodar, making it a modern metropolis. At the same time, development has become a screaming systemic problem - new microdistricts appear every year, construction cranes are visible from almost every point in the city, but residential areas are not provided with social infrastructure and roads. The largest queue in the region in kindergartens, permanent traffic jams and cutting down green areas have become the other side of the mayor's medal.

The mayor will pull "United Russia"

“The current situation in Krasnodar is frankly deadlocked. Yevlanov has a certain resource that will allow him to complete it before the end of the year, - Gennady Podlesny, president of the regional Center for Applied Sociology and Political Science, commented to KAVPOLIT. “But the governor, with all his policy towards the head of the city, demonstrates dissatisfaction with the social conflict brewing here.

This is not about local clashes around Chistyakovskaya Grove or Rostov Highway, the conflict is much larger. As they say, just yesterday, at least ten new schools were needed here, with the same number of kindergartens and a polyclinic. It is not clear where to get the funds for their construction - Vladimir Lazarevich clearly stated that the city does not have them.

The expert stressed that if the agreements with all developers who promised to build clinics with schools in exchange for preferential land plots would not have arisen, the conflict would not have arisen.

- Another question, could Evlanov have acted differently? He did not do this alone, there was a whole team in which the mayor himself was one of the cogs. It is impossible to dump all responsibility on one cog or screw, - Podlesny believes. “So the governor made a compromise decision.

The sociologist considers it inappropriate today to assume who will occupy the main chair of Krasnodar - the personnel policy of Veniamin Kondratyev is personalized and exclusive, as evidenced by the regional team selected by him. Therefore, a completely unexpected manager for experts can become mayor.

As political analysts suggest, Vladimir Evlanov can become a United Russia candidate in the same constituency as the current State Duma deputy, Secretary of the Central Committee of the Communist Party of the Russian Federation, Sergei Obukhov, who is already actively campaigning.

- Back in the summer of 2015, at a personal meeting with Evlanov, I said that I would run for the 46th constituency. Ready to fight,” the communist himself commented on the news about the governor’s proposal in his microblog.

- At the same time, it is Evlanov who can defeat the leader of the Kuban communists in public space. If earlier the mayor did not respond to Obukhov's criticism due to differences in status and branches of power, now the situation may change. Vladimir Lazarevich has something to say and something to ask the communists themselves. Their rhetoric was built mainly on populist proposals and demands, if it clashes with meaningful constructive rhetoric, it will be hard for Obukhov, - Alexander Topalov, a Krasnodar political strategist, told CAVPOLIT.

Member of the regional Public Monitoring Commission Vyacheslav Potapov considers the removal of the head of the regional capital untimely.

“Veniamin Kondratiev simply does not have a bench. Naturally, he wanted to appoint a person more loyal to himself, attempts to remove Vladimir Lazarevich have already been made several times, - a civil activist shares information with CAVPOLIT. - As far as I know, among the contenders for his place are the head of the Tuapse district Vladimir Lybanev, the head of the Dinsky district Sergey Zhilenko and the former deputy head of the region for domestic politics Vladimir Svezhenets. Of all the applicants, the most acceptable, in my opinion, is the figure of Svezhents - this is a competent manager who is well acquainted with the problems of Krasnodar.

The best lobbyist for Krasnodar

Nikolai Petropavlovsky (United Russia), on the contrary, is confident in the correctness of the reshuffle announced by the governor.

“Krasnodar today is in a monstrous financial situation, and this was announced at the session of the City Duma. Municipal resources for solving problems have long been exhausted, regional resources, due to "Olympic" debts, can no longer help in the required amount, as it was before. The only source left is the federal center. To attract his support in the form of participation in federal targeted programs and projects with joint funding, an experienced lobbyist (or in Soviet terms "pusher") is needed, - explains the interlocutor of CAVPOLITA. - Today Kuban is represented in the parliament by 18 deputies and none of them is suitable for this role.

Ask any citizen of Krasnodar - what did these 18 politicians do for the city? No one will answer you, including me. Because, in my opinion, they actually did nothing. Today we are in a difficult phase, when we cannot afford to keep inefficient deputies in Moscow, where we need experienced business executives who are able to work actively in the interests of the region. Vladimir Evlanov is such a candidate.”

Nikolai Petropavlovsky noted that if the incumbent mayor of Krasnodar and the communist Sergei Obukhov run in the same district, it will be "one of the hottest" elections in the region.

Associate Professor of the Department of Public Policy and government controlled Aleksey Kolba of the Kuban State University agrees that the statement by Governor Veniamin Kondratiev is politically timely - it is a fairly technologically advanced way to part with the mayor of Krasnodar without resorting to a political scandal and United Russia's image loss on the eve of the September elections.

– Vladimir Evlanov is a very convenient candidate for the district. He has 100% recognition, which is very important for a candidate. He probably knows urban problems like no one else and can reasonably respond to criticism, Kolba argues.

Speaking about the persons of the applicants, the political scientist emphasized that Lybanev and, especially, Zhilenko are perceived as nominees of Kondratiev himself, while Svezhenets is still a politician from the team of the previous governor Alexander Tkachev.

Recall that even after his appointment as head of the region, Veniamin Ivanovich continues to live in the village of Dinskaya, neighboring Krasnodar, and two vice-governors from the new team are also associated with it. 0

State Duma deputy from the Communist Party Sergei Obukhov said that the mayor of Krasnodar Vladimir Evlanov "leaves the city in a pre-bankrupt state." One of the evidences of this, according to the parliamentarian, is another application of local authorities for a loan in the amount of 790 million rubles. At the same time, already today the debts and the "creditor" of the municipality (MO) have become equal to the city's own income, amounting to 12.6 billion rubles. The main question of the communist deputy is who and how will repay the impressive debts, KrasnodarMedia reports with reference to an article posted on the official website of the Communist Party of the Russian Federation. This news may fall into the category

"Mayor Yevlanov drowns Krasnodar in debt. But who will give? Deputy S.P. Obukhov's warnings come true

Krasnodar is already forced to pay more than 1 billion rubles to service municipal debt. First, debts to cover the deficit of the city budget. Then debts to cover debts. And then debts to cover interest for debts to cover debts for the deficit of the city budget. Here is the pernicious logic of the actions of the city authorities of Krasnodar, about which he warned residents of the capital of the Kuban Deputy of the State Duma Sergei Obukhov.

Information appeared on news agencies' feeds that Sberbank would open three new credit lines for Krasnodar. The total amount of funds raised under these programs exceeds 990 million rubles. This is evidenced by the materials of the public procurement portal. It is clarified that the funds were raised through a competition for three lots: 200, 500 and 290 million rubles. The term of each is three years, and the approved rate is 14.5% per annum. The starting cost of the contracts is 126.1, 87 and 217.5 million rubles.

Thus, the debt burden on the city's budget increases even more. It is not for nothing that the Krasnodar city branch of the Communist Party of the Russian Federation and the communist deputy of the State Duma S.P. Obukhov sound the alarm. According to an extract from the municipal debt book, the debt of Krasnodar today is 7.6 billion rubles (!). This is 7 thousand rubles per inhabitant, or 30-35 thousand rubles on average for each family. But that's not all! As of January 1, 2016, the mayor's office's accounts payable to enterprises and organizations that fulfilled the municipal order for the city, as well as for other works and services, amounted to almost 5 billion rubles. And its own tax and non-tax revenues for the same period amounted to only 12.6 billion rubles.

It turns out that the city's debts and "creditor" have already caught up with their own income. At the same time, the mayor's office is in no hurry to improve the work on increasing the revenue base. How else to explain that the income from the use of municipal property in 2015 decreased by a quarter compared to the previous year? Why did the municipal budget receive only 33.7% of the plan even for paid parking? And such questions of the mayor's office can be asked for a long time.

Recall that on May 18 a press conference of communist deputies was held, where S.P. Obukhov stated the following:

The head of the administration, V. Evlanov, leaves the city in a pre-bankrupt state! - Sergey Pavlovich noted, - and who and how will pay for his debts? Another application for a loan from the authorities of Krasnodar - 790 million rubles! In fact, the authorities of Krasnodar are building a pyramid of debts, repaying previously taken loans and paying interest on them - by attracting new loans and increasing the total debt burden. Let me remind you that next month more than 1 billion rubles will have to be paid on loans in 2013, and in total by September 2.5 billion - and all this with a deficit of 2.3 billion rubles! Where will Vladimir Lazarevich get the money to patch up the holes?

It is not surprising that the residents of the city refuse to trust Evlanov. On February 6, 2016, at a rally of the thousandth, Krasnodar residents demanded Evlanov's resignation from the post of mayor of Krasnodar.

On February 23 this year, during a demonstration, hundreds of people again demanded the resignation of the head of Krasnodar, Vladimir Evlanov. Stretching out a large banner demanding the resignation of the head of the municipal government, the demonstrators marched along the main street of the city of Krasnodar. I would especially like to note that this demand of the demonstrators evoked positive emotions among passers-by: the walking townspeople agreed, and some even took pictures against the backdrop of the demand for the resignation of V. Yevlanov.

The residents were able to tell about their indignation at the current situation to the city leadership at the May Day demonstration, where they carried slogans dedicated to various city problems.

And recently, a whole series of pickets by civil activists throughout the city has even more clearly demonstrated the attitude of people towards the current city leadership.
