Foreword

Observed for a number of recent years The transnationalization of Russian corporate business was the main factor contributing to a deeper integration of the domestic economy into the global market. This process, objective in its essence, was significantly stimulated by the subjective efforts of the leadership of large corporations and their organizations, and was largely supported by the political leadership of the country.

This fully applies, first of all, to the European region, Russia's closest neighbor, which accounts for more than half of the foreign trade turnover and about a third of mutual investments. The solution of the tasks of technological renewal of the Russian industry, the transfer of the economy to an innovative development path largely depends on economic cooperation with the European Union.

Integration processes are currently underway in almost all countries and on all continents. This process includes different levels of their political and economic development states. And Russia is no exception in this regard. Countries modern world strive for integration that facilitates the movement of goods and capital, thereby contributing to the development of the economy. One of the elements of such integration is the unification of customs procedures and mutual assistance in the implementation of the functions of customs regulation of foreign economic activity.

It is known that there is a need for the design of a single customs space. In accordance with the agreement, Belarus, Kazakhstan, Kyrgyzstan, Russia and Tajikistan create the necessary organizational and legal prerequisites for the interaction of the legal systems of the parties and cooperation between the state legislative and executive authorities of the parties.

The relevance of this monograph is also determined by the fact that the legal side of international customs cooperation is currently subjected to the greatest criticism, both from the scientific community and from practitioners. Despite the objective need for customs integration (as an integral part of economic cooperation), many legal issues in this area have not been sufficiently developed. In itself, the issue of developing international customs cooperation occupies a significant share in foreign policy Russian Federation. Legal support international customs cooperation is a kind of foundation of the country's economic community.

regularity modern development is the deepening internationalization of all spheres of human life, especially the sphere of economics and law. The internationalization of law means the convergence of legal systems, the deepening of their interaction, mutual influence. The internationalization of law is manifested in two interrelated, but differing in their content, processes: the unification and harmonization of law. The unification of customs legislation, as a kind of law-making process, means the creation of identical, uniform, that is, unified norms in the internal law of different states. Since the law is within the scope of the internal exclusive jurisdiction of the state.

The second half of the 20th century was a time of active formation of various unions, commonwealths and communities that united many different states under the auspices of certain goals. It is these processes that gave grounds to speak of regional integration as feature modern world. However, up to the present time, the main criterion by which the level of such formations was assessed has remained mainly the degree of economic integration.

When defining international customs relations as a subject of international customs law, one should proceed from the concept of customs relations. The main and main thing in customs relations is that they are associated with the movement of objects, goods and vehicles across the customs border. To the extent that these relations are subject to international legal regulation, they constitute the subject of international customs law. Accordingly, international customs law should be considered as a system of norms and principles governing relations between states and international intergovernmental organizations in the course of their cooperation in the field of customs.

Monograph (from Greek μόνος - "one, one" and γράφειν - "write") - a scientific work in the form of a book with an in-depth study of one topic or several closely related topics. Monograph is the most authoritative presentation of results scientific activity. And it still remains the most significant form of bringing research work to the public.

Some believe that a monograph can only have one author. This misconception comes from a misinterpretation of the word "monograph". It should not be understood as "one writes"(A monograph may have several authors), but how "uniformity". In other words, the semantics of this word indicates the specifics of the problem under consideration and its narrow focus, and not the number of authors.

It represents the scientific works of famous and novice scientists, united by the main theme of the modern vision of the ways of science development. The common unifying theme of the collective monograph creates a broad framework for the participation of specialists who study modern ways of developing the system of education and science. Preparation of a monograph as part of a team of authors and under the scientific editorship of a well-known professor allows you to quickly publish the results of the study (or its intermediate results), as well as expand the circle of scientific ties. A chapter in a collective monograph is an essential publication, which is considered on a par with the author's monograph. Publication in a collective monograph is a serious indicator of the success and serious scientific approach of the researcher to his research. The status of publication in a collective monograph is much higher than publication in collections of articles.

Materials sent for publication in a particular collective monograph are subject to mandatory scientific review. This fact does not relieve the author of the monograph of the need to submit to the editorial office of the publishing house also external reviews from two reviewers (candidates or doctors of relevant sciences). In order for the result of the joint work to be a holistic book valuable for science, the authors must provide capacious, informative material of scientific content, including the results of original research.

note that the inscription in the picture in the article - this is a joke by JERZH Julio over stupid goyim. Not a single sane publishing house indicates the published "multi-author" monographs that they are collective. Simply "monograph" is indicated! Here "kosher" an example of the imprint of a collective monograph (instead of mentioning the name and place of residence of the venerable gaucho, it makes sense to drive in an academic or university publishing house):

How does a collective monograph differ from a mass grave (collection of articles)?

In Runet you can find a lot of offers from publishing houses, mainly representatives of the so-called, who also offer the publication "collective monographs". The problem is that these poor "pseudo-monographs" in fact, they are collections of articles by several authors, since either the topic of the monograph itself is too general to pretend to be a generalized and specific study of any scientific problem (otherwise, shitty publishing simply cannot collect the necessary number of authors-folders), or they themselves "articles" authors are not related in any way, there are no scientific editing and peer review in these collections, no general introductions and conclusion, and there is no general bibliography. In fact, such "collective pseudomonography" is another variety "communal grave" another collection of articles.

This is a group burial of those who died en masse at the same time, often as a result of a battle, famine, epidemic or natural disaster. As applied to near-scientific practice in this country, the term « mass grave» (by analogy with the list of those who died on the steles of mass graves) is applied to all published collections of theses, articles and other types of publications, the authors of which did not spare money and time to bury their 20-page pseudoscientific opus there. It is assumed that these publications will never see their reader, often even colleagues do not read them. And they will be stored in the dust until they are eaten by rats or crumble into dust.

Unfortunately, many small publishers very often seek to lure clients by promising publication in a collective monograph. The cost of such a service is about $200-300. What people buy and give them their manuscript of 15-30 pages of printed text. And then they receive a parcel in the mail with a publication whose imprint indicates that it is "Monographic collection of articles ʻʻAbout all problems and sciencesʼʼ".

How to avoid deception? When participating in a collective monograph, you should make sure that this work undergoes scientific review and editing by a well-known specialist with degree PhD and academic title professor (which is indicated in the imprint), the author requires a review of two scientists, the authors are working on one specialized scientific problem(topic) or a set of problems, the publication has an introduction, a conclusion, and even a general bibliography.
