The procedure for transferring between universities, established by regulation, applies only to state-accredited universities (clause 1 of the Procedure approved by Order of the Ministry of Education and Science of the Russian Federation No. 501 dated February 24, 1998).

It should be noted that in educational institutions local acts regulating the issues of transfer and determining the procedure and grounds for the transfer of students may be applied. However, these normative documents cannot contradict the legislative provisions and even worsen the situation of students in comparison with the provisions on transfer dictated by the legislation (see Article 30 of Law No. 273-FZ).
