In accordance with Part 2 of Article 34 of the Federal Law of December 29, 2012 No. 273-FZ “On Education in the Russian Federation” (hereinafter referred to as the Law), students are provided with social support measures and incentives, including the right to receive scholarships, material assistance and other monetary payments provided for by the legislation on education.

Part 2 of Article 36 of the Law establishes the types of scholarships, while in accordance with clauses 10 and 11 of the Procedure for assigning state academic scholarships and (or) state social scholarships to students studying full-time at the expense of the federal budget, state scholarships for graduate students, residents, to trainee assistants studying full-time at the expense of the budgetary allocations of the federal budget, the payment of scholarships to students of preparatory departments of federal state educational organizations of higher education, studying at the expense of the budgetary allocations of the federal budget, approved by order of the Ministry of Education and Science of Russia dated August 28, 2013 No. 1000 (hereinafter - Order), state academic scholarships for students, state social scholarships for students, state scholarships for graduate students, residents, assistant trainees, scholarships for students of preparatory departments are assigned by administrative act of the head of the organization and is paid by the organization once a month.

Part 1 of Article 28 of the Federal Law of December 29, 2012 No. 273-FZ “On Education in the Russian Federation” (hereinafter referred to as the Law on Education) determines that an educational organization has autonomy, which means independence in the implementation of educational, scientific, administrative, financial and economic activities, development and adoption of local regulations in accordance with the Law on Education, other regulatory legal acts of the Russian Federation and the charter of the educational organization. In this regard, when preparing local regulations on scholarship provision (hereinafter referred to as the regulation on scholarship provision), it is advisable to provide flexible mechanisms for student scholarship provision within the total amount of the scholarship fund and extrabudgetary funds in order to motivate students to achieve high academic results and support those in need, first of all, socially unprotected students and other categories of students who have the right to receive scholarship payments and other types of material support.

In order to implement a unified policy in the field of scholarship provision and prevent the emergence of social tension among students, the Ministry of Education and Science of Russia considers it appropriate to determine the period of scholarship payments in the provisions on scholarship provision, setting it monthly from the 25th day of the current calendar month to the 5th day of the month following the month for which the payment is made (in December, the scholarship must be paid no later than December 31 of the current year).

In addition, in accordance with Article 29 of the Law, educational organizations ensure the openness and accessibility of information, including the availability and conditions for providing scholarships to students, social support measures. In this regard, the provisions on scholarships, including information on the timing (periods) of payment of scholarships provided for in an educational organization, must be posted on the official website of the educational organization in the appropriate section.

We draw the attention of the heads of educational organizations to the need for uniform spending of the scholarship fund. In order to prevent students from forming an opinion at the beginning of the calendar year about the reduction in the size of scholarships and the growth of social tension in the student environment, the management of educational organizations must form, together with student councils and representative bodies of students (trade union organizations), a schedule for spending the scholarship fund, indicating it contains monthly amounts of state academic and social scholarships. In addition, it is noted that in the first half of the year, until July 10, at least 40 percent of the total scholarship fund should be spent to provide all types of scholarship payments.

Given the above, scholarship payments in 2016 should not be less than established in the educational organization in 2015 for state academic scholarships and for state social scholarships.

Federal Laws No. 349-FZ of December 2, 2013 “On the federal budget for 2014 and for the planned period of 2015 and 2016” and No. 384-FZ of December 1, 2014 “On the federal budget for 2015 and for the planning period 2016 and 2017” indexation was provided from September 1, 2014 by 5% and from September 1, 2015 by 5.5% of the size of the scholarship fund for students of educational institutions.

Decree of the Government of the Russian Federation dated October 10, 2013 No. 899 establishes the standards for the formation of a scholarship fund at the expense of budgetary allocations from the federal budget. According to paragraph 9 of Article 36 of the Federal Law of December 29, 2012 No. 273-FZ "On Education in the Russian Federation", the amount of state academic scholarships for students, state social scholarships for students, state scholarships for graduate students, residents, assistant trainees, determined by the organization implementing educational activities cannot be less than the specified standards. Thus, the minimum standards for scholarships for categories of students eligible for scholarship payments should also be determined taking into account the appropriate indexation. The values ​​of these standards (excluding regional coefficients) in 2016 are:

For state academic scholarships for students enrolled in educational programs of secondary vocational education (training programs for skilled workers, employees, training programs for mid-level specialists) - 540 rubles;

For state academic scholarships for students studying in educational programs of higher education (bachelor's programs, specialist's programs, master's programs) - 1,484 rubles;

For state social scholarships for students enrolled in educational programs of secondary vocational education (training programs for skilled workers, employees, training programs for mid-level specialists) - 809 rubles;

For state social scholarships for students studying in educational programs of higher education (bachelor's programs, specialist's programs, master's programs) - 2,227 rubles;

State scholarships for graduate students, residents, assistant trainees studying educational programs of higher education, including:

for programs for the training of scientific and pedagogical personnel in graduate school (with the exception of state scholarships for graduate students enrolled in educational programs for the training of scientific and pedagogical personnel in technical and natural areas of training in accordance with the list established by the Ministry of Education and Science of the Russian Federation) - 2,921 rubles;

for programs for the training of scientific and pedagogical personnel in graduate school in technical and natural areas of training in accordance with the list established by the Ministry of Education and Science of the Russian Federation - 7,012 rubles;

for residency programs - 7,441 rubles;

for internship assistant programs - 2,921 rubles.

Please note that the Federal Law of December 14, 2015 No. 359-FZ "On the federal budget for 2016" does not provide for indexation of the scholarship fund.

The Ministry of Education and Science of Russia draws attention to the personal responsibility of the head of an educational organization for the timely and effective scholarship provision, including by involving student councils and trade union organizations of students (if any) in its planning and distribution.

Please inform the Department of State Policy in the Sphere of Education of Children and Youth about the measures taken, including amendments to local regulations, by February 20, 2016.

7. The procedure for assigning state academic scholarships to students, state social scholarships to students, state scholarships to graduate students, residents, assistant trainees studying full-time at the expense of budgetary appropriations from the budgets of the constituent entities of the Russian Federation and local budgets is established by the state authorities of the constituent entities of the Russian Federation and local authorities.

8. 11. Students - foreign citizens and stateless persons, mastering the main professional educational programs full-time, are paid state academic scholarships for students, state scholarships for graduate students, residents, assistant trainees, if they study at the expense of the budgetary allocations of the federal budget, the budgets of the constituent entities of the Russian Federation and local budgets, including within the quota established by the Government of the Russian Federation, or it is provided for by international treaties of the Russian Federation, in accordance with which such persons are accepted for training.

12. The amount of scholarships established by the President of the Russian Federation or the Government of the Russian Federation and the procedure for their payment are determined by the President of the Russian Federation or the Government of the Russian Federation.

13. Personal scholarships are established by federal state bodies, state authorities of the constituent entities of the Russian Federation, local governments, legal entities and individuals who determine the amount and conditions for the payment of such scholarships.

14. Students of the preparatory departments of federal state educational organizations of higher education, who study at the expense of budgetary appropriations of the federal budget, are paid scholarships in the amount determined by the Government of the Russian Federation, and in the manner established by the federal executive body responsible for the development and implementation of state policy and regulatory - legal regulation in the field of higher education.

15. Professional educational organizations and educational organizations of higher education that provide public services in the field of education at the expense of budgetary appropriations of the federal budget are allocated funds for the provision of material support to needy students in the amount of twenty-five percent of the size of the part of the scholarship fund envisaged by it, intended for the payment of state academic scholarships for students and state social scholarships for students, funds for organizing mass cultural, physical culture and sports, health-improving work with students in the amount of a monthly part of the scholarship fund intended for the payment of state academic scholarships to students and state social scholarships for students, for educational programs of secondary vocational education and twice the monthly size of the part of the scholarship fund intended for the payment of state academic x scholarships for students and state social scholarships for students, for educational programs of higher education. Material support to students is paid in the amount and in the manner determined by local regulations adopted taking into account the opinion of student councils and representative bodies of students.

16. Organizations carrying out educational activities have the right to establish, at the expense of funds received from income-generating activities, various types of material support for students.

17. The amount, conditions and procedure for cash payments to students of federal state educational organizations for educational programs in the interests of defense and security of the state, law and order are determined in the manner established by federal laws.

Scholarship - financial assistance that is paid to students of universities, technical schools, colleges, secondary schools, other educational institutions, as well as graduate students and those who are studying for a doctoral degree. Often a scholarship is the only source of survival while studying. What is the scholarship amount for students in 2019?

Before entering an educational institution, a future student should familiarize himself with the fact that the scholarship is paid only in state universities, technical schools, etc. Private educational institutions are deprived of state support, therefore students also do not receive financial assistance.

What are the scholarships? Educational institutions in Russia pay their students the following types of financial assistance:

  • Nominal government and presidential. It is paid to students of faculties of priority areas who have high academic achievements.

In total, there are 15 types of scholarships in Russia.

Academic Scholarship

What does the scholarship depend on and how is it paid? Academic scholarship is assigned to all applicants automatically. The entire first semester they will receive it in the same amount. It is paid by card or in cash at the same time.

The academic scholarship stops being paid one month after the issuance of the student's expulsion order. A graduate student receives the first scholarship in the month of his enrollment in an educational institution. Payments in the future vary depending on the assessment of knowledge.

How to get an increased scholarship? Only students who:

  • Passed competitive selection;
  • Ranked in the top 10% for each semester.

social scholarship

In 2019, a social scholarship is paid in the amount of 720 rubles. for institutions of secondary vocational education and 2010 rubles. for bachelors and students in the magistracy. How to get a social scholarship? You can count on such payments:

  • Disabled people of groups I and II, as well as people with disabilities;
  • Orphans, as well as children left without parental care;
  • War veterans;
  • Students whose family income does not exceed the subsistence level at the place of residence.

How to get a social scholarship? To do this, you need to contact the dean's office with the necessary documents confirming the right to receive it.

The social scholarship is not paid if the student has unsatisfactory grades based on the results of the session. If performance improves, payments are restored. Simultaneously with this type of scholarship, an academic scholarship can also be paid on a general basis.

Accrual and payment of presidential and government scholarships

Almost all students who have made their choice in favor of priority areas for the country's economy can count on presidential scholarships. As for graduate students, the number of scholarships for them is limited to 300. They are appointed annually for a period of 1 to 3 years.

Who gets these scholarships? Students who have achieved high academic performance can count on presidential supplements. Students who:

  • Studying in the daytime department;
  • In the course of two semesters, subjects were passed with excellent marks;
  • Conduct active scientific activity, which is confirmed by diplomas and certificates;
  • Participate in innovative developments.

A distinguished student who receives a presidential scholarship can apply for an internship in Germany, Sweden and Germany.

Full-time students of higher and secondary educational institutions on a budgetary basis, nominated by the teacher's council of the institution, can count on receiving government scholarships. For a secondary educational institution, this should be a 2nd year student, for a university - 3rd year. Restrictions for graduate students - from the second year.

When is the government scholarship awarded? Its payment is made according to the following requirements for applicants:

  • High-level academic performance;
  • Publication in a scientific journal;
  • Victory or participation in the All-Russian or international competition, festival or conference;
  • Participation in international exhibitions, grants;
  • Scientific discovery backed by a patent.

Scholarships

The legislation of Russia sets a lower bar for scholarships, allowing educational institutions to pay a higher amount depending on financial capabilities. The scholarship fund of any educational institution is approved with the participation of representatives of students or the student union.

In 2018, the scholarship was increased for students by 5.9%, which is 1419 rubles. in the universities of the country. The scholarship at the technical school in 2018 is 487 rubles. For 2019, this increase is planned at 4.8%, which will amount to 1487 rubles. Obviously, the minimum scholarship in Russia does not cover the minimum requirements of student life, so the desire to receive an increased scholarship is obvious. A student who passes a session without “triples” has the opportunity to receive a scholarship in the amount of about 6,000 rubles.

A session passed with an "excellent" score can be a stepping stone to even more. The average scholarship in Russia increased last year amounted to 7,000 rubles. The most successful students can receive a scholarship up to 20,000 rubles.

The minimum state scholarship for graduate and doctoral students is from 2637 rubles. Scholarship for scientific and pedagogical staff in graduate school in the specialties of technical and natural sciences - from 6330 rubles, residency - from 6717 rubles. Doctoral students receive from 10,000 rubles.

An increased postgraduate scholarship can vary from 11,000 to 14,000 rubles. To date, the State Duma is considering a bill, according to which it is supposed to increase the scholarship to the minimum wage.

Additional benefits

A student or graduate student during the period of his studies may apply for additional payments related to one or another event in life:

  1. For the birth of a child. For this, a statement from the student is written in the name of the head of the institution. With the approval of the student trade union organization, a payment is made.
  2. To purchase textbooks. The payment is made for graduate students annually in the amount of two scholarships. An orphan student can receive the same allowance, but in the amount of three scholarships.
  3. For successful full-time education at the expense of budgetary funds.
  4. Named scholarships in honor of talented people. They are paid as support for talented and successful students of children, for achievements in the field of sports, science, technology, and creativity. The amount of these scholarships may vary.
  5. Academic leave for medical reasons.

Nothing prevents students from receiving several payments at the same time. So, some talented guys can receive monthly payments comparable to the average salary in the country. However, it must be remembered that the number of additional scholarships is very limited, so only the best can get them.

There are two types of scholarships in the technical school and in the college:

  • Social. Its size is 730 rubles. It is paid to all students who passed the session without "tails". In addition, this category includes all weakly protected categories (orphans, disabled people, students from large or defective families, etc.);
  • Academic. The amount of this scholarship is 487 rubles. It is paid to students on a budgetary basis, who pass the session without triples.

There are no limits on maximum sizes. However, in fact, most educational institutions prefer to pay the minimum amount established by the state. In some technical schools, scholarships may be increased due to regional allowances and sponsorship.

Deprivation of a scholarship

For undergraduate and graduate students, the scholarship is not established for the entire period of study, but is reviewed every semester. Reasons for deprivation of a scholarship may be:

  • Systematic absenteeism;
  • Academic debt at the end of the academic semester;
  • According to the results of the semester, there are grades below “good”.

The transition to part-time education, as well as academic leave, are also reasons for depriving a student of a scholarship.

Do they pay a scholarship in the summer? Scholarship payments in the summer months are no different from other periods. They take place as scheduled, and their size depends solely on the student's progress.

The only important point that you should know about scholarships in the summer is that for June the scholarship is paid in the amount established by the results of the session of the first semester. This is due to the fact that only the second session takes place in June, according to the results of which the scholarship for July and August will be awarded.

The master's scholarship ceases to be paid to those students who complete their studies. The last scholarship is received for the month of June, since studies are terminated until the first of July.

The scholarship has traditionally been a very modest source of livelihood, however, students have always been waiting for this small amount of money with impatience and anxiety. And today a ray of hope flashed - the State Duma received a bill according to which the “stipuha” can be tied to the subsistence level, amounting to 80 to 100% of this amount. Should high achievers expect 10,000 scholarships?

The average scholarship in the regions rarely exceeds 1300-2000 rubles. Living on this money is completely unrealistic. Therefore, the minimum amount of the scholarship should not be less than the subsistence level for the region. In Moscow - this is about 10 thousand rubles - so he thinks Oleg NILOV, member of the State Duma Committee on Transport, one of the authors of the bill:

- Today, the scholarship is a meager payment, handouts. In the USSR, for a scholarship of 40-60 rubles, one could at least eat in a canteen or buffet, allow any trips around the city, and even go to the cinema or theater. When I studied, I received 60 rubles - and it was a normal, not an increased scholarship! Increased in the 70s reached 75 rubles, despite the fact that 3-5 kopecks cost a ride in a tram / metro, 16 kopecks cost a loaf of bread - you could live. Yes, we worked part-time, but practically without harm to study. Today, multibillion-dollar investments in higher education look extremely strange against the background of the fact that students, due to meager scholarships, are forced to work, skipping classes.

Oleg Smolin, First Deputy Chairman of the State Duma Committee on Education, agrees that monthly payments to students should be brought up to the Soviet standard:

- The usual academic scholarship in a humanitarian university in the USSR was 80% of the subsistence minimum, and in technical universities it exceeded it! If earlier a student studied and worked part-time, now he works and ... learns.

We need to return the old system of calculating the scholarship fund and payments!

There are about 8 million students in universities and colleges in Russia. This is a huge “army” (although the students themselves will shudder at such a comparison…) Where to get money for ten thousandth scholarships, if officials are already talking about even canceling the indexation of pensions… The deputies who proposed raising the “stipukhs” to the subsistence level have a well-known argument for this — a progressive tax scale for the rich, the return of the state monopoly in such areas as the fishing industry, forestry, alcohol, tobacco — all these industries are either given to foreign companies, or they bring money to the budget that does not correspond to their scale ...

However, the rectors of some universities believe that the problem is not so urgent. True, universities that have reason to think so are mostly metropolitan.

- We have a social scholarship of 6,000 rubles - says Rector RSSU Natalia Pochinok.- If we compare this amount with the needs that could be realized for a scholarship in the USSR, then it turns out to be quite comparable. Accommodation in a hostel costs 510 rubles, lunch for 100-150 rubles in a student canteen - 4,500 rubles, plus travel benefits. And successful students receive from us 9,800 rubles a month at all - this is just about the 10,000 rubles that are discussed in the draft law on promotion!

Along the way, the question arises - why in one university the scholarship is 6000-10000 rubles, and in the other - the basic 1300 rubles? Deputy Chairman of the State Duma Committee on Education Nadezhda Shaidenko explains this by the fact that the Ministry of Finance and the Ministry of Education and Science do not have a unified methodology for calculating the amount that each university receives on scholarships. The system is confusing, which makes the scholarship provision in different universities different.

The students themselves, although they support the initiative on "ten thousandth scholarships", do not particularly count on linking them to the subsistence level.

“We want at least 25% indexation,” student ombudsman Artem Khromov modestly adds. - And now they have launched a large-scale campaign to collect signatures for this in all universities of the country. At the end of last year, the scholarship fund was cut by 10% for no reason. There are problems everywhere with student transport benefits and other examples of “tightening the screws” - with this 25% we want to at least return to the recent level, we are not even talking about a noticeable increase!

In fact, alas, so far, neither a scholarship the size of a living wage, nor even a 25 percent indexation shines for students.
